Job Purpose: The Human Resources Administrator is responsible for directing, administering, and coordinating Human Resources activities related to the mission, goals, and operational objectives of the YWCA of NETN and SWVA.
Primary Duties and Responsibilities
The Human Resources Administrator performs the following:
Manages the day-to-day operation of the human resources office and front desk. Implements personnel policies consistent with YWCA policies.
- Maintains and enhances the organization's human resources operation by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.
- Manages front desk staff and ensures coverage throughout operating hours.
- Communicates and works with employment law attorneys, external HR vendors, the EEOC and state officials.
- Administers, in concert with the CEO and the Board, promotional increases, salary ranges, new hire salary offers and all areas of compensation.
- Ensures employee work results by training managers to coach and discipline employees, hearing and resolving employee grievances, and counseling employees and supervisors.
- Provides or ensures the provision of appropriate training for managers, supervisors, and staff.
- Oversees the maintenance of employees’ personnel files and other confidential files
- Conducts New Employee Orientation and Exit Interviews.
- Plans and sets up special staff and volunteer events – staff training, retreats, luncheons, etc.
- Manages employee incentive programs as team builders and morale boosters.
Oversees the processing of adverse actions, grievances, and other employee relations matters.
- Guides and directs management in the development and implementation of employee development and goals
- Advises managers on employee disciplinary issues. Encourages progressive discipline when appropriate, ensuring that actions adhere to all relevant rules and policies
- Strictly follows established procedures related to confidentiality of data
- Discusses potential grievance-related concerns with employees to identify options or resolve issues prior to the formal filing of a grievance
- Correctly advises employees on grievance procedures
- Maintains confidentiality of all files and reports
- Keeps CEO abreast of discrepancies and potential problems
Administers the midpoint reviews and performance management process.
- Properly distributes appropriate mid-point reviews and performance management forms to supervisors in a timely manner.
- Properly advises managers on compliance with applicable policies, procedures and deadlines.
- Reviews performance management forms for appropriate signatures and thoroughly checks forms for completeness and accuracy and returns them by established deadlines.
- Calculates proposed salary adjustments for accuracy and appropriateness.
Recruits and hires staff for all areas of the YWCA of NETN and SWVA
- Updates job requirements and job descriptions for all positions.
- Ensures each employee has a signed offer and job description on file
- Posts open positions as needed
- Pre-screens applicants and refers qualified candidates to managers in a timely manner
- Checks references and coordinates background and drug screenings
- Completes onboarding paperwork, obtaining new hire’s acknowledgements as needed
- Conducts orientation for each new hire
Coordinates Volunteer Activity
- Identifies volunteer needs through the organization
- Assists in soliciting volunteers in the community
- Coordinates volunteers, ensuring they are available to meet the needs and are doing so productively
Executive and Administrative Functions
- Represents the YWCA in various community groups
- Participates in conferences, training sessions, and meetings relating to areas of assigned responsibility
- Performs other duties as assigned
Requirements
- A Bachelor’s Degree in a related field and at least two years of Human Resources experience are preferred.
- Excellent verbal and written communication skills are required.
- Strong knowledge of federal and Tennessee labor law is preferred.
- Works in a safety-conscious manner which ensures that safe work practices are used in order not to pose a risk to self or others in the workplace. Reports any safety violations or hazards to supervisor.

Travel
- Minimal. Some travel from facility to facility and trainings.
