A Public Health Officer with a specialist knowledge of substance misuse is required to join the Vulnerable Adults’ team, which is a part of the Public Health Team.

About The Role
As a substance misuse lead within the Public Health Team, the postholder will support the work programme required in order to ensure the aims of the new 10-year national drug strategy ‘From Harm to Hope’ are met locally, implementing emerging guidance from the recently formed ‘Combating Drugs Unit’ and OHID.
The role will support the interrogation of data and production of qualitative research, lead on the design of new prevention and treatment initiatives, support the commissioning process and overall further develop the partnership strategic plans required to improve outcomes for those experiencing drug and alcohol problems.
Key Responsibilities:
1. You will support the ongoing development of effective drug and alcohol treatment services, through research around best practice and innovation, a collaborative style of contract monitoring with the treatment service provider and through supporting the tender process itself.
2. You will lead on and support a range of drug and alcohol related projects including prevention and communication initiatives, ensuring the substance misuse agenda and key issues, are raised with both professionals and the community. You will lead on projects as required, including setting up a Drug Related Death Learning Panel and monitoring and developing a Complex Needs Outreach Team.
3. You will work with the senior officer to produce strategic plans with partners, as required by OHID and the Combating Drugs Unit, ensuring reports are completed by set deadlines, including finance returns.
4. Aside from the substance misuse agenda, your wider remit will also be to contribute towards and lead on other projects as they arise, including supporting the multi-agency suicide prevention plan, gambling prevention and work needed to support the work programme of the wider Public Health team.
Your Skills:
1. You will need to demonstrate excellent communication skills in order to write reports, evaluations, plans and presentations.
2. You will need to demonstrate analytical skills and critical thinking to ensure the work programme is informed by best evidence. This includes the ability to appropriately use and present statistical data.
3. You can demonstrate innovative solutions and problem-solving skills in order to ensure the success of a new programme.
4. You can demonstrate your ability to develop excellent and effective working relationships with a wide range of stakeholders and senior leaders.
Professional Qualifications
You will have experience of working within public health or a related field and may hold qualifications in general public health or aligned health and care. You will also have experience in multi-agency or partnership working.
