2. The Service and Area
The People Services team provides a comprehensive, professional service to support achievement of the University’s strategic objectives and People Strategy.
We work together to support organisational development and deliver people services across the employment life cycle for around 600 staff, and to lead on equality, diversity and inclusion and provide Health and Safety (H&S) services for the
University as a whole. Key elements of our services include: health and safety; occupational health, staff engagement and wellbeing; trade union relations and other
HR (human resources) functions; staff learning, development and training; and equality, diversity and inclusion.
The People Services team’s core values are professionalism, service excellence, effective communication, working well with others, respect for self and others and always learning. Everyone in People Services contributes to projects and initiatives – bringing their areas of expertise and interest and working together as appropriate to support each other and meet the needs of the University.
We support learning and development for University staff and reflect that within our own team, providing continuous professional development through internal and external courses and conferences, mentoring and support, and opportunities for involvement in areas of work that enable development of professional skills and experience.

Health and Safety
The Health & Safety Manager reports directly to the Director of People and
Organisational Development, as both line manager and chair of the University’s
Health & Safety Committee. The H&S Manager also works directly with colleagues at all levels across the University as part of the role.
In addition to People Services colleagues, the H&S Manager has a particularly close working relationship with the Head of Estates and the Estates and Campus Services team in view of their responsibilities for the University’s estates and buildings and fire safety. The H&S Manager also works closely with the Corporate Services
Manager (in relation to business continuity and insurance); the chairs of the local
Health and Safety Committees; and with Specialist Advisors, who are staff in the
School of Applied Sciences assigned responsibility for biological, chemical and radioactive hazards and practices.
The importance of Wellbeing, Health and Safety is recognised by the University leadership and governing body, and we have in recent years made substantial progress in developing and embedding a strong health and safety culture and processes. This is reflected by Wellbeing, Health and Safety being one of the five strategic priority themes in our People Strategy (agreed November 2022). As part of that Strategy we have committed to building on the improved awareness of H&S and understanding of risk assessment developed during the pandemic, and work with staff, to sustain and further develop H&S and Occupational Health practices that support a H&S culture in the University and promote employee wellbeing; and more broadly to continuing to develop and improve our H&S culture and practices.
The role holder will work closely with our Occupational Health Advisor and other
People Services in relation to staff engagement and wellbeing, including stress management.

3. The Role
Purpose
The overall purpose of this role is to provide Health and Safety leadership, support and professional expertise to all areas of the University; to ensure that University practices conform to all legal H&S requirements; and to maintain and further develop a strong health and safety culture and associated policies and processes.
The H&S Manager provides a range of services to all Schools, Services and functions, and assist Deans, Directors and manager to meet their legal responsibilities to develop robust safety management systems and effectively manage the H&S risks to staff, students, contractors and visitors involved in or affected by University activities.
Role Specific Duties and Responsibilities
1. Provide and manage the University's Health and Safety service, ensuring effective planning, control, coordination, reporting, review and training to meet the standards set for the University's H&S Management System.
2. Develop and manage the university's health and safety management system and approach via the formulation of plans, proposals, policies, codes of practice and procedures to comply with current, new and impending legislation and working to achieve current best practice standards, contributing to the implementation and further development of the University’s People Strategy.
3. Develop the health and safety objectives for the University, contributing to the implementation and further development of the University’s People Strategy: identifying the priorities, devising adequate management systems and setting the performance standards to be met.
4. Provide relevant duty holders with expert, authoritative and independent advice on health and safety to ensure compliance with Health & Safety legislation and provision of fit for purpose H&S measures.
5. Lead and influence duty holders, Court (governing body) designated responsible persons, teams and working groups in the development and promotion of a positive health and safety culture throughout the university using all appropriate communication methods.
6. Undertake, and produce reports on, monitoring, auditing, inspections and accident and incident investigations.
7. Undertake and regularly review fire risk assessments, and undertake disability risk assessments. Produce generic risk assessments for common tasks/scenarios and provide support and training/guidance to stakeholders on risk assessment and advice on control measures.

8. Provide regular and ad hoc reports on all aspects of H&S to the Senior
Management Team, Health and Safety Committee and Court as required, including an Annual H&S Report.
9. On behalf of the University, lead on external health and safety communications and liaison with all relevant regulatory authorities, professional bodies, stakeholders and networks. Sector/local networks include the University Health and Safety Association (USHA), Tayside Integrated Safety Association (TISA) and the Institute of Safety in Technology and Research (ISTR)
10. Develop and maintain effective, modern health and safety management and administrative systems, processes and resources, including electronic and on- line systems, working with relevant services as required.
11. Contribute to intra-university groups and project teams, e.g., Prevent Duty Group, business continuity.
12. Contribute to the People Services team and promote staff engagement and wellbeing to enable all staff to reach their potential and perform at their best.
13. Any other reasonable duties necessary to fulfil the purpose of the job.
