As the Head of People Transformation you will have the unique opportunity to lead, define and shape organisational development and cultural change within Manchester’s iconic Metrolink.
KeolisAmey Metrolink (KAM) operates the Greater Manchester Metrolink tram network on behalf of Transport for Greater Manchester (TfGM). KAM is responsible for the safe day-to-day running of Metrolink services across the city-region and transporting more than 34 million passengers each year.
Our 800-strong team all work together to keep Greater Manchester moving over a network that now spans more than 60 miles.

Keolis is a worldwide leader with global expertise in mobility, with a specific expertise in tram operations, such as the world’s largest tram network, Yarra Trams in Melbourne, as well as Lyon, Dijon, or the nearby network of Nottingham Trams.
Amey is one of the UK’s leading public service providers, with an international footprint in the US, Qatar, and Australia. It already does a lot of work in Greater Manchester: Manchester Street Lighting, Trafford ‘bundled services’ framework and Northern Hub enhancements.
Your role
The Head of People Transformation (HoPT) leads the programme of cultural change within KeolisAmey Metrolink (KAM) which makes our Fairness, Respect, Equality, Diversity, Inclusion and Engagement (FREDIE) principles real for every person in the business.
Working closely with the HR and Transformation Director and peers in the HR and Transformation team, the HoPT provides professional expertise in organisational development and cultural change. The key strategic priorities of the role will be reward/compensation, recognition, employee engagement, diversity, inclusion, employee wellbeing and internal communications.
The HoPT will also lead the day-to-day implementation and expansion of the Keolis Way framework in KAM.
Key accountabilities will include:
- Support the development of initiatives within the Our People pillar of Our Plan.
- Responsible for the management of the Communications and Engagement Manager, Equality, Diversity, and Inclusion (EDI) and Wellbeing Manager and Communications and Engagement Assistant.
- Partner the Senior Management Team (SMT), Heads of department and HR Business Partners (HRBPs) providing organisational change and employee engagement expertise. Support and challenge all stakeholders to ensure ownership and accountability of change ensuring that KAM meets its overall strategic goals and employee engagement is maintained throughout.
- Lead the Investors in Diversity journey through to accreditation.
- Develop and implement a reward and recognition strategy to meet the needs of KAM that compliments the Keolis Group initiatives.
- Review, develop and implement an effective internal communications strategy so that we create effective communication channels across KAM, developing multiple channels and reaching all employees.
- Partner with the leadership of the business to develop an Employee Engagement Programme, from the rollout of the annual employee engagement survey to the communication of the results, analysis, and implementation of action plans so that KAM is continuously evolving as a result of employee feedback.
What you’ll bring
- Professional knowledge and experience in HR principles, recognised through relevant CIPD qualification e.g., MCIPD or equivalent experience.
- Expertise in modern cultural change principles with a business/commercial focus.
- Knowledge of the political, economic, societal, and technological factors relevant to transforming an organisation's culture and able to place these in context for team members, peers, and internal customers.
- Creative flair, with the ability to shepherd the development of materials which are relevant, engaging, visually appealing and appropriate for the business.
- A demonstrable passion for continuous professional development that is evidenced through keeping abreast of emerging HR trends, practises, and methodologies.
- Significant experience of delivering organisational development, engagement, and communications services to a business, gained while working at a middle management or senior level within a comparable public service environment, ideally with experience a unionised organisation.
