Job Title: Head of Human Resources
Reports to: Director of Operational Support
Salary: Scale PO8, Points 51-54, £49,340 - £53,857 per annum, pro rata
Hours of work: Full Time (37.5 hours per week)
Main Duties:
Strategy
- Develop our HR Strategy and ensure our plans support effective recruitment, retention, leadership and management of staff.
- Develop and ensure all workforce and organisational development strategies and plans support our mission and delivery of our strategic objectives, and are properly integrated into business planning.
- Assume joint responsibility, with others, for corporate performance and risk management and the achievement of our strategic objectives.
- Contribute to the achievement of the St Basil Financial Plan, ensuring that the workforce is deployed as productively and efficiently as possible within the overall pay budget.
- Contribute to St Basils overall strategy and direction, the effective functioning of the Board and executive team, and the promotion of strong partnerships within St Basils and externally.
- Support the Chief Executive to develop the Senior Leadership Team.
- Work closely with Directorate to introduce new, flexible roles and ways of working, review terms and conditions and put workforce redesign at the heart of service transformation.
- Develop and implement the annual workforce plan, integral to St Basils annual business plan, to ensure the organisation has an appropriately skilled, agile and experienced workforce at all levels.
- Ensure that we have effective recruitment, on-boarding and probation processes so new starters are set up to succeed.
- Manage our support from student placements, volunteers, cover workers and agency staff in addition to our permanent employees.
- Enhance devolved leadership at every level of St Basils, through development and delivery of high quality development programmes, and provision of advice and support to line managers, in support of positive culture change and innovation.
- Develop the reward and recognition framework to incentivise appropriate behaviours and high performance throughout St Basils
- Working in partnership with staff and staff representatives, lead our approach to securing value for money and best practice through optimising the terms and conditions of staff.
- Implement a formal succession planning framework for critical posts to maintain service continuity and effective leadership.
- Lead the development and implementation of the Learning and Development strategy to meet our obligations to commissioners of services, the needs of our partners, and the identified training needs of all St Basils staff.
- Ensure that the strategy exploits all opportunities for innovation in the delivery of effective and efficient training and learning.
- Lead on the development, implementation and monitoring of key performance indicators and provide workforce information to the Directorate and managers to facilitate improved individual and organisational performance.
- Ensure there is a clear and transparent framework in place for appraisal and performance management of individuals.
- Develop and promote productive partnership working with staff and Employee Council involving them in strategic and operational planning.
- Work cooperatively with Employee Council to enable St Basils to deliver its business objectives.
- Use surveys and other methods to understand staff views and develop and implement plans to improve staff satisfaction.
- Ensure that there is an active programme in place to make demonstrable improvement to staff health and well-being.
- Develop our strategies to meet our obligations in relation to all Equity, Diversity and Inclusivity duties.
- Embed a strengths based culture to support staff resilience and wellbeing.
- Develop and embed policies and procedures, appropriate to the needs of the organisation, consistent with St Basils values and compliant with legislative and regulatory requirements, ensuring that St Basils operates fair and responsible employee relations which support effective and efficient management of staff.
- Provide professional leadership, vision and direction for the human resources function and provide high quality, innovative and consistent operational services to meet the needs of departments and services across St Basils.
- Provide advice and support to the Chair, Chief Executive and other Directors as required on specific senior employee relations or other workforce issues.
- Provide confidential, professional advice and support to the Remuneration Committee.
- Ensure that the HR systems used across the organisation are fit for purpose and used effectively across the organisation.
- Provide advice and guidance to managers concerning grievances, plus disciplinary and capability issues.
- Set up the HR team to deliver our internal customer requirements.
- Ensure that the team acts as a role model for others in terms of professionalism and performance development.
- Lead a culture of continuous improvement to improve effectiveness and efficiency of staff.
