This is an exciting opportunity to support the strategic and operational delivery of Education for East Midlands Ambulance Service. This post supports the Assistant Director of Education & OD in the delivery of strategic educational and organisational development objectives.

The postholder will have direct responsibility for shaping how the workforce plan is delivered through education and will be able to directly influence the direction of education for the future in EMAS.

  • Develop and be responsible for implementation of an assurance framework to meet the requirements of external education awarding bodies and regulatory inspection regimes.
  • Develop and be responsible for maintaining an internal education quality assurance framework to ensure that all education activates within the trust meets the requirements of awarding and compliance bodies
  • Develop, and be responsible for implementation and monitoring of improvement actions plans as a result of inspection/audit outcomes.
  • Provide guidance to teams and/or individuals in the trust who deliver education to ensure that quality assurance processes are embedded.
  • Ensure that the Trust workforce plan is compliant with education standards of delivery and meets the needs of the clinical operating model.
  • Liaise with the relevant directorates to ensure that ownership of the quality assurance process is shared with those responsible for education activity.
  • Monitor and manage team performance and participate in education transformation and improvement agendas.
  • Lead on the assurance of statutory and mandatory education standards of delivery.
  • With the Assistant Director of Education and Organisational Development, develop an Organisational Education Plan that reflects transformation of education within the Trust.


The education team are a vibrant experience group of clinicians working across the different levels required by the Trust workforce plan. They are extremely hardworking and engage at every level of the organisation to support and promote best practice and high standards. As part of this overall team you will be invited to engage and influence throughout the organisation.

Main responsibilities:
1. Leadership and Corporate Governance
  • Lead on the development of corporate policy for the organisation and implementation of national education standards.
  • Actively contribute to the successful team working of the Senior Management team.
  • Lead a team to ensure successful team working of the department
  • Maintain good corporate and clinical governance arrangements including risk management.
  • Embrace high standards of employment practice and act in accordance with the ‘Managers Code of Conduct’.
  • Promote the vision, values and goals of the organisation.
  • Actively promote the trust equality agenda
1. Financial Management
  • Be aware of the financial implications of decisions to change education practice and factor those into business change planning process.
  • Anticipate and take early actions to mitigate any financial imbalance.
  • Ensure that the Trust’s funds are properly used, represent value for money and can withstand public scrutiny.
  • Ensure there is transparency of education budget allocation
  • Authorised signatory for expenses within own division/ area of responsibility.
1. Performance Management
  • Put systems in place to evaluate and review performance against agreed targets and performance indicators.
  • Provide regular reports to the Trusts relevant committees and governance groups
  • Establish a supportive, fair and open culture that encourages and enables all parts of the workforce to meet required performance standards
  • Put in place systems for the regular review of individual performance of direct reports, provide constructive feedback and advice and ensure that their development needs are met to help them achieve their full potential.
  • Responsible for disciplinary, grievance and absence management for direct reports.
1. Organisational Profile
  • Ensure that the Trust’s management processes are open and transparent and encourage the confidence of staff, the public and other agencies.
  • Establish effective networks and partnerships with other organisations to enable the trust to continuously improve and learn from best practice.

1. Communication and Stakeholder Involvement
  • Build, develop and sustain relationships with staff, stakeholders, outside agencies, education institutes and other professional, awarding and regulatory bodies to foster good relationships and harmonious working.
  • Ensure that there are effective communication processes in place, both formal and informal to ensure that staff are fully informed about issues that affect them and the Trust.
1. Freedom to Act
  • Works autonomously under own initiative within agreed objectives
  • Deputises for Assistant Director of Organisational Learning as required.
1. Risk, Health and Safety
  • Ensures risk assessments are conducted and appropriate remedial measures put in place.
  • Ensures that safe working practices are adopted and adhered to by the employees within the directorate.
1. Education and Organisational Development
  • Ensure that education is responsive to Trust need and that provision of educational activities meet the required education standards.
  • Proactively seek new and best practice in learning and ensure that the Trust is reflecting new standards in its plans.
  • Ensure adherence to contractual arrangements with other education providers
  • Lead the development and implementation of benchmark indicators for education standards to ensure an effective, efficient and value for money service across the Trust.
  • Maintain own professional registration and continuous personal development
  • Liaise with registry bodies such as the Health Care Professions Council (HCPC) and Nursing and Midwifery Council (NMC) and professional bodies such as the College of Paramedics (COP) to ensure that appropriate professional standards are maintained
  • Provide assurance that Clinical Educators within the Trust have the appropriate development and training to enable them to provide a professional, high quality service
