Members of the Board include Helle Thorning-Schmidt, former Prime Minister of Denmark, Tawakkol Karman, Nobel Peace Prize winner, Michael McConnell, Director of Stanford’s Constitutional Law Center, and many other diverse leaders and thinkers from around the world. The Board issued its first decisions in January 2021.


The Oversight Board Administration is the team of full-time staff who support Board Members in carrying out their duties. The Administration has a presence in London, San Francisco and Washington, D.C., and operates with a global scope.

The role


Joining the Oversight Board Administration is a chance to be part of an organization which is leading on some of the most prominent and challenging issues facing the tech industry and society.


Reporting to the Deputy Vice President, Content Review & Policy, the Head of Case Selection will play a crucial role supporting the Oversight Board’s Case Selection Committee by managing the process whereby appeals from users to the Board are identified for panel review. This position will work collaboratively with the Case and Policy Team and the Data and Implementation Team together with the Vice President, Content Review & Policy, to ensure the success of the Content Team in supporting the Oversight Board. In general, the Head of Case Screening will actively contribute to the design, vision and strategy of the Oversight Board Administration as an innovative new mechanism for ensuring transparency, accountability and respect for human rights relating to content decisions on Facebook and Instagram.


The Head of Case Screening manages the Case Screening Team, whose role is to review cases submitted to the Oversight Board, and analyse and identify user generated cases based on a selection criteria set by the Case Selection Committee. This role also works within the broader Content Team to ensure that potential cases align with the priorities of the Board more generally and reflect the tenor of appeals coming to the Board. This person is the primary contact for Case Selection Committee members for issues and questions regarding case screening and selection. Because the Board works with a case review tool provided by Meta, an important part of this position requires frequent interaction with Meta’s policy and technical staff to manage the functionality of this tool. This position will also supervise the collection of data and statistics regarding the composition of the appeals queue. This position will have primary responsibility to review the type and volume of cases received to inform the overarching criteria to ensure alignment with emerging trends in content. She/he/they will provide the information required to ensure transparency of selection for annual reporting.


A key component to this role will be strong judgement skills, knowledge of human rights topics, and appreciation for the challenges of content moderation at scale, to determine how cases should be triaged, and to escalate cases as appropriate. Excellent writing and oral communication skills, flexibility, and sensitivity are key requirements.


Responsibilities will include:

  • Supervise a global case screening team in identifying cases suitable for review;
  • Organize and lead internal review and discussion over potential cases for review;
  • Support the Case Selection Committee in their selection of cases to be reviewed by case panels;
  • Manage the creation and distribution of other summary decisions
  • Lead the creation of briefings on technical, legal, or policy topics in content moderation for the Case Selection Committee and other Board Members as needed
  • Represent the Board’s views and requirements to appropriate Meta teams;
  • Represent the case screening process internally to other teams, Board members, and Trustees;
  • Represent the Board’s case screening operations to external stakeholders.

This role may be based in the Administration’s location of Washington, DC, San Francisco, CA, or London.


Skills & Experience

  • Degree educated or equivalent experience, preferable with at least some specialisation in international human rights, law, technology, trust and safety, or similar areas.
  • 10 years of professional experience
  • Understanding of international and regional human rights trends.
  • Experience in content moderation, ideally with experience on a social media platform
  • Experienced people manager, with proven expertise and experience in managing a small team, including hiring, training, and promotions.
  • Background in public policy work or in law
  • A flexible mindset and ability to work in a fast-moving environment.
  • Strong written and oral communications skills.
  • Experience in building sustainable and effective multi-tiered stakeholder relationships.
  • Experience of working in multiple countries and/or diverse multinational workplaces with various stakeholders
  • Knowledge of multiple languages preferable
