Overview: The Scottish Public Pensions Agency (SPPA) administer pensions for Scottish Teachers, Police, Firefighters’ and National Health Service employees on behalf of the Scottish Government. The Governance Team is responsible for the development and deliverables of the governance arrangements for SPPA. The team supports overall corporate governance which includes the operation of the Management Advisory Board (MAB), Audit and Risk Committee (ARC), the Pension Boards (PB) and the Scheme Advisory Boards (SAB). You will be a part of a small team dedicated to providing support for SPPA Board structures and governance. You will work closely with the Governance Manager to support the maintenance of Agency governance activities and ensure that SPPA follows required regulation conduct and delivers the expectations of The Pension Regulator, The Pension Ombudsman, Scottish Government and Audit Scotland. Responsibilities: Manage coordination and delivery of Pension Boards and Scheme Advisory Boards, ensuring their effectiveness, efficiency, independence (no conflicts of interest), and compliance with regulatory frameworks while maintaining oversight of any relevant sub-forums, ensuring no conflicts of interest and effective working with the main Pension Board/Scheme Advisory Board. Drive continuous improvement of documentation and processes, sharing best practice across Pension Boards and Scheme Advisory Boards to optimise consistency and efficiency. Manage and coordinate training arrangements for Pension Board and Scheme Advisory Board members to ensure they can adequately and efficiently carry out their responsibilities. Manage succession planning for Board Chairs and members, ensuring that membership remains representative and quorate, helping incumbent members in proactively recruiting vacancies. Be the main point of contact for Board Chairs and members, coordinating and managing all engagement with the agency to ensure they are kept updated on relevant matters and promptly address any ad-hoc queries. Work with designated stakeholders, including the Customer Services Manager and Policy Manager, support their teams in addressing actions and providing essential board information, ensuring the Governance Team remains informed about board-related matters and issues. Work as part of a flexible team to perform other tasks as required including Freedom of Information requests. Actively identify and participate in opportunities for continuous improvement to customer service, contributing to the development of more effective ways of working throughout SPPA. Assist SPPA in achieving agreed performance targets through cooperation and engagement. Essential Criteria 1. Experience in the field of corporate governance, preferably with background of writing minutes and providing secretariat services. 2. Proven ability to establish and maintain good influential working relationships with both internal and external senior stakeholders, with the confidence to exert authority in an amicable, effective and engaging manner. 3. Demonstrate organisational skills, ability to plan effectively under pressure, balancing competing priorities with deadlines and identifying and actioning emerging issues with consideration to the potential second and third order effects. 4. Experience of working in a continuous improvement culture, carrying out review processes and can demonstrate ability to use techniques to improve performance. Location SPPA, 7 Tweedside Park, Tweedbank, Galashiels, Scottish Borders, TD1 3TE, United Kingdom This role is hybrid based while currently no set office days are required, attendance at Tweedbank will be as required by department needs. Minimum Time in Post The successful candidates will be expected to remain in this post for a minimum of three years unless successful at gaining promotion to a higher Grade or Band.
