Job Duties:

The Virginia Beach Police Department’s Forensic Unit employs twenty civilian and ancillary employees in two distinct sections , crime scene investigation and latent fingerprint examination. The Crime Scene Section responds to approximately 5000 crime scenes annually, including a mixture of property crimes and violent crimes.

Three (3) Forensic Specialist Supervisors (FSS) are first line “working supervisors” responsible for the operational oversight of the Crime Scene Section, and report to the Forensic Unit Supervisor. FSS’s are expected to be technical leaders and subject matter experts as they perform a mixture of technical and administrative tasks including, but not limited to:

Casework management and supervision,
Crime scene resource allocation,
Technical report review,
Evidence submission screening with laboratory personnel,
Coordination of shift scheduling and payroll/leave approvals,
Personnel interview panel member,
Performance evaluations of direct reports,
Initial/Onboarding training coordination and approval,
Project management,
Information request fulfillment,
Training requests evaluation and submission.

WORK SCHEDULE:

FSS’s work four (4) ten-hour shifts on Monday through Thursday which align the shift times that provide 24/7 coverage. On Friday through Sunday, FSS’s share an on-call responsibility in which they will be available to field inquiries from technicians/specialist for guidance and provide scene response/oversight at major incidents. FSS’s are responsible for being on-call for four (4) months of the year. A take-home police vehicle is assigned to the FSS that is on-call for the month. Department-issued cell phones are provided to supervisory personnel who are on-call.

Criminal History : Conviction of any felony or any crime involving moral turpitude (crimes contrary to justice, honesty, or good morals). Traffic Violations : Any conviction of driving under the influence of drugs or alcohol, refusal to take blood or breath test, eluding police, racing, or leaving the scene of an accident within the last 5 years.

Drugs : Any involvement in the sale of illegal drugs as an adult. Any illegal use or possession of any illegal drug, including but not limited to heroin, cocaine, hallucinogens or any derivative thereof (except marijuana) within the last five years. Illegal possession of anabolic steroids within the last 36 months.

Minimum Requirements:

MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to six (6) years in fields utilizing the required knowledge, skills, and abilities; or any equivalent combination of experience and training, such as an Associates Degree in Criminal Justice and four (4) years experience in a related field, which provides the required knowledge, skills, and abilities. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs. This position may require that incumbents wear and maintain appropriate personal protective equipment such as, but not limited to, steel toed shoes, safety glasses, gloves, or other designated safety attire and equipment in designated areas of risk. Specific requirements will be determined and communicated by the employees supervisor based on position assigned.

Attachments Required:

Preferences:

Strong communication skills
Experience as a team lead and/or supervisor
Detail orientation and organizational/time management skills
International Association of Identification (IAI), or comparable, certification as a crime scene investigator
Experience performing complex crime scene investigation(s)
Experience testifying in court as expert witness
Experience operating the 3-D laser scanner and other specialized equipment
Completion of specialized forensic training in an area such as bloodstain pattern analysis, shooting incident reconstruction, etc.

Must have, or obtain, a current and valid Virginia or North Carolina driver’s license in accordance with Virginia or North Carolina DMV driver’s license eligibility requirements.

Must successfully complete a police background investigation, including polygraph examination.

Must have U.S. citizenship or ten-year residency as a prerequisite for DCJS certification.

Must be amenable to shift work (days/evenings/midnights) including weekend on-call (described above) and holidays and be available to work overtime when required to meet operational needs.
