Job description
The Scottish Fiscal Commission is responsible for producing the official and independent economic and fiscal forecasts for Scotland. We are a small friendly organisation of 27 staff and four Commissioners. Our staff have mixed backgrounds from the private sector, government and academia, including working previously as economists, statisticians and actuaries.

As an analyst in the SFC you will be responsible for one or more specific forecasts. To produce forecasts you will apply economic and statistical techniques to detailed historic data on the Scottish economy, taxes or social security payments, working in Excel, or specialised programs such as R, SAS, EViews or Python.
We have existing models for creating forecasts you will be trained to use. You will also refine these models and develop new forecasting models as the need arises.
As an employee of the Commission you will be a civil servant on Scottish Government terms and conditions.
Our office is located at Governor's House, Regent Road, Edinburgh. Posts are offered on a hybrid working basis, working between home and the office, subject to discussion and agreement with your line manager.
- Delivery of analytical work in their own specific area, reporting to the head of the branch.
- The development and maintenance of the Commission’s forecasting models and assisting in producing forecasts for fiscal events. In doing so, the post holder will ensure they uphold the Commission’s reputation as a credible, independent and transparent body.
- The post holder will contribute to the wider analytical output of the team, leading on the relevant sections of the Scottish Fiscal Commission’s key publications.
- The post holder will provide technical advice and analysis for all relevant reports produced by the Commission, and update the Commission’s website as required.
- The post holder will lead engagement with the relevant policy officials and analysts in the Scottish Government and other organisations to ensure the forecasts produced reflect the Government’s policy.
- The post holder will monitor key data releases and external comments and publications in relevant areas.
- The post holder may have line management responsibility for a member of staff.

Qualifications
You will be expected to have at least a first or upper second class degree in a highly numerate subject, for example a statistical, economic, actuarial or other numerate discipline.
Should you have a 2:2 first degree, your application may be considered if you have equivalent experience or hold a postgraduate qualification that is in a numerate subject. If you have a postgraduate qualification which is in a numerate subject, your application will be considered even if your first degree is not in a highly numerate discipline.
