The fire safety advisor (FSA) must be able to work very closely with the Head of Fire Safety Management (HFSM) providing a wide range of specialist advice and guidance to senior managers and staff on fire safety issues for the sites under their control. They must also work closely and effectively collaborate with fire safety advisors who are also based at the other acute sites. The post holder will be responsible for ensuring best practice levels of assurance, compliance and governance for a wide range of Fire Safety issues. The FSA will be expected to continually highlight any associated gaps or shortfalls that require appropriate action planning and managing and that they are brought to the attention of the HFSM.

To become the acute site (shared) lead in respect of fire safety management including all sites under your direct control.

On occasions, you will be expected to travel to other sites within the organisation to support and work closely with fellow fire safety colleagues as directed by the HFSM.

To support and work closely with the members of the fire safety team to ensure a high standard of professionalism, efficiency and effectiveness for all aspects of fire safety management. To regularly self-assess own efficiency issues and report any concerns directly with the HFSM for addressing.

To ensure that a close “teamwork” approach is continually sustained with all colleagues within the Estates, Facilities and Capital Management function.

To continuously ensure that improvements are delivered and sustained with a focus on an improved and safe patient experience in connection with fire safety.

Will be expected to attend all local fire team meetings chaired by the HFSM with active participation identifying all local issues and key items of risk. Will also be expected to become a key technical member of your own local fire safety sub groups, including attendance at the health board wide fire safety group, where you will be required to communicate a range of technical information.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 11,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;

Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;

48 general practices (five of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;

Numerous locations providing mental health and learning disabilities services;

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

As FSA will be expected to undertake and keep continually up to date technical fire risk assessments for all sites within your management control in accordance with the requirements of the Regulatory Reform (Fire Safety) Order 2005. These must be completed to a highly technical standard identifying all known risks associated with fire safety for appropriate action planning. Reporting any concerns directly with the HFSM.

The post holder will be fully responsible for the delivery of fire safety training for all staff at all sites that fall within the management remit of this role. This must be conducted in accordance with the adopted and preferred Training Needs Analysis (TNA) developed by the HFSM.

This post is a Fixed Term/ Secondment until 31/07/24. If you are a Hywel Dda University Health Board employee and are applying for this post as a secondment, agreement for the secondment is needed from your current manager prior to application.
