Job summary
The Department for Science, Innovation and Technology (DSIT) is a newly created department on 7th February 2023. DSIT's scope is unique as a newly created Science, Innovation and Technology department and you would be working for a team responsible for establishing the finance function and ensuring business continuity across all aspects of finance, including financial management, financial reporting, internal controls, financial governance, business processes and systems.
Financial Reporting and Accounting team are looking for two outstanding finance professionals with the required experience, skills and personal qualities for either Assistant Head of Financial Reporting or Assistant Head of Financial Accounting (Grade 7). The Financial Reporting team are responsible for production of the Departmental Group accounts, consolidating over 20 partner organisations with the Core Department. The Financial Reporting team also provide expert accounting advice to wider finance teams within the Department, providing information used to inform key decisions.
The Financial Accounting team maintain the integrity of the Department’s ledger, working with Financial Reporting team to ensure that the Department group accounts are prepared and provide accounting advice to the Department.

The successful post holder will be able to deliver at pace, whilst working together with Financial Reporting and Accounting team, partner organisations and the National Audit Office (NAO). They will make effective decisions in providing sound advice on the application of International Accounting Standards (as interpreted by HM Treasury), to ensure the Group Department's financial records are free from errors and the annual accounts are laid pre parliamentary recess.
Job description
Key responsibilities for Assistant Head of Financial Reporting will include
- Expert accounting advice under International Financial Reporting Standards (IFRS);
- Consolidation of over 20 partner organisations into the departmental group accounts;
- Ensuring that all the technical aspects of the accounts production process are consistent with HM Treasury guidance and specifically the requirements of the Financial Reporting Manual (FReM);
- Where appropriate, collaborate closely with HM Treasury colleagues on technical issues and cross Whitehall accountancy issues;
- Lead the team in providing audit evidence to the external auditors (National Audit Office);
- Engaging with the external auditors, the National Audit Office (NAO), to ensure that the audit process runs efficiently and effectively;
- Preparing accounts and financial statements for DSIT minor bodies.
- Engaging with the department shared service provider, UKSBS, to maintain the accuracy and integrity of its financial records;
- Engaging effectively with the Finance & Portfolio team, the Department and external Partner Organisations within the Group;
- Providing financial accounting advice and guidance to a variety of partners around the Department;
- Collaborating with the wider finance community within BEIS to mitigate accounting risks, working to mitigate these risks so that the Departmental Accounts are free of material errors;
- Compilation of the quarterly financial accounts;
- Production of the core Department Resource Accounts;
- Production of the Statement of Parliamentary Supply;
- Completion of the Whole of Government Accounts;
- Handle the sign-off of control accounts checks with UKSBS;
- Implement any financial accounting NAO and GIAA recommendations;
- Input to Partner Organisation Finance Director conference calls;
- Team Resource planning and capability development.
