Duties

FV-G Duties: With direction from Management, makes recommendations on the disbursement and control of grant-in-aid funds. Adheres to all federal laws, statutes, and orders as they relate to fiscal matters relative to the Airports Program.

Provides technical services on the control and disbursement of grant-in-aid funds. With oversight from Management, tasks include but are not limited to, tracking and providing guidance to Management and the Field Office on the Airport Improvement Program, Office of Airports Audit Program.

With guidance and direction from management, assists in analyzing and performing statistical evaluation of the grant-in-aid program for the Region.

FV-H Duties: Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Provides financial support and makes recommendations on programs to the Office Manager, as well as guidance to a diverse group of technical professionals, responsible for coordination, oversight and support of financial programs supporting airports in the national airspace system encompassing Airport District Offices (ADOs) across multiple states comprising the Region.

Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: Inputs and maintains Regional Airport Improvement Program (AIP) data in FAA database applications such as System of Airport Reporting (SOAR) and DELPHI; Maintains fiscal control records in a timely and accurate manner. Provides accurate funds information for decision making on a timely basis; Provides timely and appropriate advice to customers for fiscal control and related grant program administration that demonstrate sound knowledge of regional/FAA policy, regulations and a good understanding of the customer’s needs; Provides guidance, technical assistance and oversight of all regulatory requirements under FAA Order 5100.38D, which supports the AIP.

FV-I Duties: Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.

May serve as a backup for the Passenger Facility Charge Program (PFC) in accordance with FAA Order 5500.1, which supports the PFC program, along with Title 14 Code of Federal Regulation (CFR), Part 158 PFC legislation.

Processes all programming documents in a timely and accurate manner. Makes optimal use of resources to complete activities within established schedules.

Monitors and distributes key information regarding project development milestones such as project funding status, funds obligation, etc. and resolves any discrepancies.

Monitors required close-outs, including de-obligations and amendments, of AIP grants for the region. Maintains adequate control to insure timely close-out of such projects in SOAR and Delphi.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Develops and recommends approaches to address current and anticipated problems and issues. Recommendations are well supported and workable, based on sound research/investigation; indicating a strong knowledge of regional/FAA policy, regulations.

May perform other duties as assigned.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to work of the position to be filled.

To qualify for this position at the FV-G level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, FG/GS-5-9. Specialized experience at this level includes: 1) Experience researching and giving advice on the disbursement and control of funds. 2) Experience with editing technical documents and presenting changes to varying audiences.

To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11. Specialized experience at this level includes: 1) Experience using automated financial tools/systems to review funds. 2) Experience in performance of duties for an organization of professional and technical staff which requires effective communication skills.

To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience at this level includes: 1) Experience using automated financial tools/systems to review funds. 2) Experience in performance of duties for an organization of professional and technical staff which requires effective communication skills. 3) Experience interpreting Airport Improvement Program policies and regulations as it relates to funding.
