Job description
The City of Tomball is accepting applications for the position of Financial Analyst in the Finance Department. This person will be responsible for ensuring purchasing activities are in compliance with applicable policies and procedures. This position serves as administrator of the procurement card program, completes monthly bank reconciliations, and maintains the City's capital asset records.
ESSENTIAL JOB FUNCTIONS:
- Ensures purchasing activities are in compliance with applicable policies and procedures
- Performs financial review of requisitions to ensure funds are budgeted
- Seeks opportunities to establish uniform practices for routine purchases
- Administers the City's procurement card program and provides training to cardholders
- Audits employee expense reports to ensure compliance with established policies
- Prepares monthly bank reconciliations
- Maintains the City's capital assets listing and performs periodic audits
- Invoices other entities in compliance with applicable agreements
- Maintains records for Public Improvement Districts (PIDs) and assists with inquires
- Acts as financial liaison for departments applying for grant opportunities
- Assists with preparing the annual Schedule of Expenditures of Federal Awards
- Monitors changes to local, state and federal procurement laws and regulations related to municipality and grant funded purchases
- Implements process improvements to create efficiencies
- Participates in a variety of special projects
- Other duties as assigned
KNOWLEDGE AND SKILLS
- Knowledge of municipal government purchasing practices, policies, and procedures.
- Knowledge of general accounting practices, policies, and procedures.
- Knowledge of electronic financial systems.
- Ability to organize and prioritize a diverse workload.
- Ability to complete tasks in an accurate and timely manner.
- Ability to communicate effectively both verbally and written.
- Ability to work independently and collaboratively with others.
- Ability to establish and maintain strong working relationships.
QUALIFICATIONS:
- High school diploma or GED equivalent, Bachelor's degree in Accounting, Finance or a related field is preferred
- Four (4) years of experience in purchasing, as a buyer and grant administration (a combination of education, experience and training may substitute)
- Knowledge of municipal government purchasing practices, policies, and procedures.

SALARY:
- Hiring Range: $52,611 - $55,242
- Salary Range: $52,611 - $71,180
**Starting salary is dependent on experience and qualifications
