Job description
Thetford Town Council is seeking a capable, knowledgeable and enthusiastic person to fill the role of Facilities and Open Spaces Manager. The council owns and maintains several listed buildings such as St Peters Church and the Guildhall, the Carnegie, Chapel and Shambles also being part of the portfolio.
Thetford Town Council is also fortunate enough to own several open spaces such as Barnham Cross Common & Melford Common as well as playparks across the town.
Thetford Town Council is a partner in the Brecks Fen Edge Rivers Landscape Partnership Scheme and the managing of the councils' projects within this is also part of the role.
To achieve these outcomes the successful person would co-ordinate the town maintenance team, liaise with contractors, report to the senior managers, councillors and external organisations such as the Environment Agencies.
Hours 37 per week
Salary £30,150
Membership of the Norfolk Pension Fund Scheme
Occasional weekend work required.

- RESPONSIBLE TO: Town Clerk
- SIZE & SCOPE: Direct line management of town maintenance team, including Allotments Officer and cleaning staff.
- Planning & delivery of scheduled maintenance. Responsible for the onsite monitoring and oversight of Town Council maintenance contracts reporting status to Finance Officer. To be responsible for ensuring that any emergency reactive works are completed.
- JOB PURPOSE: The Facilities & Open Spaces Manager is responsible for the day-to-day management of the improvements, cleaning and maintenance of Town Council owned urban and countryside sites.
- INDIVIDUAL RESPONSIBILITIES:
- 1. To work with Finance Officer to ensure the delivery of contracts are monitored and delivered efficiently across the town. 2. To participate within the Town Team and ensure that staff are appropriately deployed according to priorities defined by the management team. 3. To manage the Town Council owned open spaces within environment legislation remit and with conservation partners. 4. To develop urban green spaces 5. To ensure that reactive emergency works are completed through the effective deployment of staff and the use of a database of approved contractors. 6. To oversee the management of street furniture, maintaining an up-to-date cleaning records of all memorials, noticeboards, bins and benches. 7. To manage 3 public toilet sites ensuring that they are maintained, cleaned and opened to a satisfactory standard by the contractor. 8. To develop the Town’s horticultural display and the annual Anglia in Bloom entry in partnership with community groups. 9. To ensure that cleaning and maintenance staff are supervised and supported in their daily work. 10. To provide an inventory of equipment and ensure that resources, tools and equipment are well maintained and reviewed annually-. 11. To oversee the weekly checks of the town play parks ensuring any defects are rectified quickly. 12. To ensure that property compliance checks in respect of electrical wiring and fire equipment checks are undertaken. 13. To be responsible for the management of water testing and other health & safety checks that are the responsibility of the Town Council, working with our Health & Safety consultants. 14. To ensure that all practical maintenance/ cleaning activities are appropriately risk assessed and that all practical staff adhere to health and safety legislation.

To support the development of effective and constructive relationships across the Council, and with external agencies, partner organisations and customers. 4.
