Interim Environmental Health Officer - Regulatory Services Reference no: R&B (HQ) 13968 Pay rate: £20.00 per hour PAYE Role Length: This opening assignment is for 3 months Note: the pay rate is provisional only and the ad will be amended with the confirmed rate, once received. Mainly working on sites throughout Worcestershire with administrative duties and meetings in the office Car driver with valid license and insurance or ability to travel throughout the county An Environmental Health Officer is required to carry out Statutory Nuisance investigations at both domestic and commercial premises to include the use of noise monitoring equipment and service of statutory notices. To carry out the enforcement of all relevant provisions of legislation relevant to the delivery of environmental health and related functions and undertake inspections for the purpose of ensuring compliance with the relevant legislation and to investigate complaints. To assist and support the team manager in implementing the service plans and ensure the service fulfils its statutory functions and a wider public protection role. - Carry out routine/programmed inspections of business/trading premises to ensure compliance with the relevant legislation.
- Carry out sampling of food and other products and test purchasing for examination or analysis.
- Undertake formal investigations of complaints, accidents and outbreaks of infectious diseases under minimal supervision, including background research, obtaining statements, gathering physical and documentary evidence and preparing prosecution reports including compliance with relevant legal requirements.
- When necessary, to serve statutory notices (subject to qualifications and experience) for ensuring compliance with relevant legislation.
- Prepare reports for submission to Council committees and other audiences working to tight timescales and deadlines.
- Appear in Courts and at Public Enquiries as may be required.
- Study and keep appraised of the scope of work carried out by the Regulatory Service and the changes in relevant legislation. Attain and maintain a sound working knowledge in all areas of environmental health work assigned to the post.
- Provide advice to the public, traders and businesses on relevant public protection matters.
- Assist with the scrutiny of planning applications concerning applications which may be affected by the work of the service.
- Participate in the out of hours emergency arrangements as and when required.
- BSc in environmental health or an equivalent qualification approved by the chartered institute of environmental health and current registration with the Environmental health officers registration board.
- A relevant post graduate qualification e.g diploma in acoustics desirable.
- Experience of an enforcement role in environmental health. Significant experience desirable.
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Previous supervisory experience desirable.
- In depth current knowledge of environmental health legislation and issues.
- Knowledge of council and other stakeholder procedures and processes desirable.
- Ability to understand and analyse complex problems and interpret and implement complex legislative provisions.
- Ability to communicate to a variety of audiences and to negotiate to gain support on key issues.
- Ability to organise self in the face of conflicting demands and priorities responding positively and appropriately in emergency situations.
- Ability to work under severe pressure and to meet multiple deadlines and performance targets.
- Highly developed oral and written skills to include report writing and presentation.
- The ability to supervise staff when necessary.
- Strong IT skills using Microsoft packages or equivalent (e.g. G Suite).
- A team player but able to work alone when required.
- Flexible approach to changing demands.
- A full, valid driving license or the ability to travel during the course of work.
- Able to work outside normal office hours, including at short notice in event of an emergency.
