We are seeking an experienced and customer-focused, permitting professional to join our team!!
An ideal candidate for Permit Technician possesses the following:
- The ability to communicate effectively orally and in writing.
- Establish and maintain cooperative and effective relationships with those contacted in the course of the work.
- The ability to communicate and work tactfully and effectively to explain technical information with both professionals and non-professionals while reflecting the highest standards of customer service to the public.
- Knowledge of construction terminology, techniques, and materials.
- Great interpersonal and customer service skills on the phone, in person, and in writing.
- Exercise good judgment and patience in assisting the public; handle conflicts and develop effective resolutions.
- Great attention to detail; ability to understand complex materials.
- Strong ability to multi-task to timely process building/engineering permits, schedule inspections, and assist at the front counter.
- General knowledge of the principles of permits and impact fees
- Desktop computer applications related to the work such as Word, Excel, Access, Outlook and other related programs and systems such as Accela.
- Bilingual in Spanish (highly desirable)
- Relevant office/computer skills to use a variety of equipment such as computers, fax, and software programs.
- Basic arithmetic used in the building and construction industry.

The City of Pittsburg is a full-service city following the council-manager form of government. We have about 270 full time employees and about 350 employees total (depending on the season). Pittsburg is currently organized into the following departments: City Management, Community Development (Building, Engineering, and Planning), Community Services (Housing Authority, Pittsburg Power Company, and the Successor Agency to the former Redevelopment Agency), Economic Development and Recreation, Human Resources, Finance, Police, and Public Works (Operations/Maintenance, Utilities, Facilities, Parks, and Water Treatment). Fire Protection services are provided by the Contra Costa County Consolidated Fire Department.

- Responsible for the permit and plan check process.
- Advises public on permit requirements and permit application process; calculates and assesses appropriate permit fees; collects and records fees and coordinates deposits with the finance department staff; processes, issues and accepts permit applications; reviews applications for completeness and accuracy; verifies contractors' licenses, and insurance coverages.
- Researches permit application status and records; routes applications and permits to other departments or outside agencies; logs permit activities and generates computer reports; updates permit records and files; enters data into automated system; retrieves and files documents.
- Responds to in-person and phone inquiries and concerns from the general public directs callers/customers to appropriate resources and/or provides information as is appropriate and resolves service complaints.
- Provides information on general questions as they relate to City construction standards and permit and inspection requirements.
- Coordinates daily inspections and records with inspectors. Retrieves messages from the inspection line, verifies data, and logs inspections into automated system.
- Reviews, updates, maintains, and retrieves appropriate records and files using various media and retrieval methods; responds to data requests that may require extensive records duplication efforts.
- Provides information to City staff, other organizations, departments and agencies regarding departmental activities and functions.
- Prepares a variety of correspondence including notices of violations, notices of correction, stop work notifications, and tickler files.
- Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.
Education: A high school diploma or G.E.D. equivalent supplemented by some directly related college level course work.
Experience: Three years of experience in permit processing or the performance of related work in construction industry.
License/Certificate: May require a valid class C California driver's license.
Desirable Qualification: Bilingual in Spanish.

What Happens Next?
We will review your application and all supplemental materials to select the best qualified applicants to continue in the process. Screening will include a review of qualifications, application appraisal rating of education, training and experience and relevance of background qualifications related to the target job as well as supplemental questions if applicable.- Applicants selected to move forward in the process may be asked to participate in any combination of the following (at any phase of the selection process): a written examination, job related exercise, physical test or job simulation, phone interview, in-person or video interview(s), and/or web-based testing.
- All offers of employment are conditional and new hires are subject to complete a pre-employment background screening that will consist of reference checks, livescan/fingerprint check and a civil check. - The final phase of the selection process is the probationary period, which in most cases is twelve months.
