Job summary

Applicants should note that DBS has recently undertaken a review of its operational locations in the North West, and will consolidate all activities in Blackpool. This means that DBS staff will move from both Walker House (Liverpool) and Cheadle Hulme in the late Summer of 2023 and initially relocate to Tomlinson House (Norcross). A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.

As a result, all vacant DBS posts in the North West will be advertised at Tomlinson House (Norcross). There is, however, an expectation that all DBS staff, irrespective of their agreed duty station, will travel to other DBS and/or MOD site(s), as required, to complete all necessary training and to participate in team or additional collaborative activities – detached duty terms may apply. Terms of transfer have been negotiated for DBS posts relocating in the North West. DBS also supports Flexible Working, which can be discussed in more detail at interview.

Job description

The Ministry of Defence is moving its core Finance, Commercial and HR systems to a Software as a Service (SAAS) Oracle Fusion platform. DBS is looking for experienced software developers to plan Fusion implementations, design and configure the solutions and provide support and change through life. These roles will support the following programmes:
  • Finance and Commercial (comprising Oracle Fusion ERP, EPM, EDM and Fusion Analytics)
  • Civilian HR and Payroll (Oracle Fusion HCM)
  • Military HR and Payroll (Oracle Fusion HCM)

Civilian HR and Payroll have already migrated to Oracle Fusion so the primary focus is the continued support and exploitation of the Oracle Fusion HCM platform. Finance and Commercial and Military HR are currently in discovery.


Person specification

The successful candidate(s) will be able to demonstrate a strong development background, ideally in Oracle Fusion ERP/EPM/HCM, and a good working knowledge of the business processes these technologies support.


They will be expected to be an Oracle Certified Professional (Implementer/Consultant/Architect) or undertake to obtain certification when in post.


A professional qualification in Finance, Commercial or HR would be an advantage.
