Job description
- Performs a variety of complex technical work in support of PWD engineering programs; performs work within scope of authority and training in assigned area of responsibility; duties will vary according to job assignment.
- Assists engineering staff as needed; develops project design, requirements, plans, documents, standards, and estimates; organizes and coordinates meetings; defines issues and identifies conflicts.
- Coordinates processing of permit applications, project plans, reports, technical specifications, maps, attributes, and estimates; reviews plans, specifications, proposals, and project documentation to maintain PWD quality standards.
- Researches plans and technical documentation to acquire information needed for the management of PWD projects; uses AutoCAD and Geographical Information Systems (GIS) to verify, correct, and update existing record drawings and specific site information.
- Provides complex staff assistance on engineering projects; conducts research to determine available data; prepares preliminary designs and plans, including preparing base maps and locating structures; reviews with professional engineering staff.
- Assists City staff, design professionals, and the general public with understanding and meeting the City requirements for the development process, from planning and concept through plan review and permitting.
- Uses the AutoCAD system to prepare technical documentation and exhibits.
- Provides front counter support; conducts preliminary review of improvement plans and maps; verifies compliance with local and state standards; calculates development fees; refers plans to professional engineers as necessary.
- Produces and plots maps, charts, and related graphics for presentations.
- Researches project files for staff and the general public; provides information on improvements, status of land divisions, easements, fees, and agreements.
- Responds to Underground Service Alert (USA) requests for location of city-owned underground utilities; locates underground utilities and marks locations.
- Performs a variety of related office or field tasks to gather, analyzes and records data; prepares a variety of memos, letters and other correspondence related to plan reviews.
- Conducts field inspections and surveys, as necessary.
- Performs related duties and responsibilities as required.

- Understand and interpret engineering plans and specifications.
- Prepare maps using the AutoCAD.
- Operate the printer/plotter to produce final drawings.
- Maintain accurate engineering records.
- Use algebraic formulas, trigonometry tables and statistical mathematics to accomplish technical engineering work.
- Communicate clearly and concisely, both verbally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Read and interpret plans and maps.
- Use underground locating equipment to locate underground utilities and mark their locations.
Experience and Education/Training Guidelines
Experience:
- Three years of increasingly responsible technical engineering experience. Experience with grading plans and encroachment permits is highly desirable.
- Equivalent to completion of the twelfth grade supplemented by college level course work in engineering, drafting, or related area. Associate's Degree in Engineering is highly desirable. PE or EIT License highly desired but not required.
- Possession of, or ability to obtain, an appropriate valid driver's license.

Employee contribution rates will be determined by the employee's classification and requirements under PEPRA.
