We are seeking an Engineering & Assurance Lead for a Network Rail Framework covering the Wales & Western region. The purpose of the role is to manage the coordination of design and technical engineering aspects of our project delivery to ensure seamless transition from design to construction phase, providing continuity and direction, exceeding client expectations and requirements.

- Manage and perform CRE and CEM functions.
- Manage the delivery of sub contract designs and design consultants where necessary.
- Manage risk, commercial issues and compliance processes and procedures in relation to Quality, H&S, Environmental Management and other policies.
- Nominate and complete appointments for all design, construction and survey roles including temporary works.
- Manage the documentation and deliverables completion processes, Pre construction information, Engineering Compliance Certification and Health & Safety files
- Verify & control status of consultants and subcontractors drawings and specifications & maintain registers
- Prepare and review written briefs for design (including temporary works design) structural investigations, surveys and monitoring.
- Lead in Hazard Identification and Risk Assessment of the design to mitigate Health and Safety issues by applying the principles of prevention prior to and during construction.
- Coordinate designer liaison including design review meetings, interdisciplinary checking using progressive assurance and design change control including change to the accepted design.
- Review and integrate designs on behalf of the contractor, including interrogating drawings and other technical documentation.

- Prepare design briefs defining the technical scope for design, agreeing programme and engaging with the consultants design teams and lead discipline engineers.
- Assesses the design requirements of the contract and produces schedule of deliverables to obtain consents and to allow the construction of the works.
- Chairs design development and review meetings including IDC for rail projects throughout the design phase.
- In conjunction with project teams identifies areas for potential value engineering to develop the minimum viable product.
- Obtains approved Designs and AFC documentation for the delivery team.
- Provide technical support to project teams throughout procurement and construction phases of projects
- compilation of as built technical information for health and safety file.
- Proven experience in the delivery of civil engineering projects. Your previous/background experience will likely have been within construction and/or design and now you are looking to use your depth of knowledge in support of others.
- An in-depth knowledge of construction techniques and processes across, earthworks, earth retaining structures, RC structures formwork falsework above and below ground including shafts construction, drainage, structural steelwork including bridges, temporary works with an appreciation of railway or highways disciplines
- A practical and working knowledge of the procedures associated with the delivery of works in an operational railway environment with emphasis on quality and engineering assurance, survey and interface with railway or highways disciplines in relation both temporary and permanent works activities.
- Knowledge of programming and Conditions of contract (NEC, ICE etc.).
- Qualified to HNC or Degree standard in Civil, Mechnical or Electrical Engineering or Construction Management.
- Chartered Engineer (MICE, MIEE, MIMechE)
- CEM competence assessment to Module 01 or previous role (desirable)
