The City of Morgan Hill is recruiting for one Junior or Assistant/Associate Engineer position. Engineering staff typically work in the management of Capital Improvement Projects (CIP) and/or Land Development Engineering. The current opening in within the Capital Improvement Project area, but may be assigned Land Development Engineering duties depending on the experience of the employee and needs of the Department.

THE POSITION:
Under the direct supervision of the Senior Engineering Staff, the Junior Engineer performs a variety of professional civil engineering work related to all aspects of municipal engineering function; performs related work as required.

The Assistant/Associate Engineer classification is flexibly-staffed and the City has the flexibility to hire at either level. The Engineer position reports directly to the Senior Engineering Staff and performs a variety of professional civil engineering work related to all aspects of municipal engineering with a focus on Capital Improvements Program, project delivery, and performs related work as required.

Junior Engineer is the entry level class in this professional engineering series. Initially, work is clearly defined and performed under close review. As experience and proficiency are gained, assignments become more difficult and performed with greater independence. This class is distinguished from the Assistant Engineer class, which is the journey level of the professional engineering series, capable of working with minimal supervision on assigned projects or as part of a team on a larger project.

Assistant Engineer is the journey level of the professional flexibly-staffed engineering series. Incumbents may be assigned specific projects or may act as part of a team effort on a larger project. Some latitude for independent judgment is possible within established guidelines. This class is distinguished from the Associate Engineer position, which is the advanced journey level of the series, capable of performing complex and difficult project work along with supervision of engineering aides.

Associate Engineer is an advanced journey level class in the professional civil engineering series. Incumbents perform difficult and complex civil engineering work which requires the exercise of considerable independent judgment, particularly when serving as a project leader on civil engineering projects. This class is distinguished from other classifications in the professional engineering series in that work may also include day-to-day lead direction, supervision, and training of engineering aides.

Examples of Duties

JUNIOR ENGINEER: The following duties are performed personally, in cooperation with the Senior Civil Engineer, and/or in coordination with other City staff and community groups. Additional duties may be assigned.

  • Design and detail structures, utility facilities, roadways, site improvements and various public works projects.
  • Oversee development of construction drawings for accuracy and conformance with design requirements.
  • Act as project engineer of construction projects of moderate difficulty.
  • Inspect the construction of engineered facilities for conformity with plans and specifications.
  • Direct the work of technical staff on specific projects.
  • Conduct studies and use computer programs to solve specific engineering problems.
  • Maintain accurate records and prepare clear and concise reports, correspondence and other written materials related to the work.
  • Prepare cost, labor, material, and work day estimates for construction projects.
  • Compile and compute engineering data and statistics.
  • Review plans submitted by developers for conformance to design and technical standards.
ASSISTANT ENGINEER:
The following duties are performed personally, in cooperation with the Deputy Director for Engineering, and/or in coordination with other City staff and community groups. Additional duties may be assigned.
  • Design and detail structures, utility facilities, roadways, site improvements and various public works projects.
  • Oversee development of construction drawings for accuracy and conformance with design requirements.
  • Act as project engineer of construction projects of moderate difficulty.
  • Inspect the construction of engineered facilities for conformity with plans and specifications.
  • Direct the work of consultants and/or technical staff on specific projects.
  • Conduct studies and use computer programs to solve specific engineering problems.
  • Maintain accurate records and prepare clear and concise reports, correspondence and other written materials related to the work.
  • Prepare and review plans, specifications, bids, contracts, and reports.
  • Confer with other City staff and consultants to coordinate projects.
  • Coordinates with outside agencies and utility companies on proposed public works and development projects.
  • Prepare cost and feasibility studies on proposed and existing facilities.
  • Perform traffic engineering related activities including preparation and/or review of striping and signage plans, traffic signal plans, etc.; review traffic complaints and reach sound conclusions within established guidelines.
  • Prepare for and conduct meetings with the public to seek input or to inform regarding municipal public works projects assigned..
  • Provide flood zone information/determination to the public and business community.
  • Respond to citizens' complaints on drainage and flooding issues and assist in providing solutions to their problems.
ASSOCIATE ENGINEER:
The following duties are performed personally, in cooperation with the Deputy Director for Engineering, and/or in coordination with other City staff and community groups. Additional duties may be assigned.
  • Conducts and directs comprehensive civil engineering studies and projects related to the design, construction, modification and enlargement of structures, utility facilities, roadways, site improvements and various public works projects.
  • Prepares and reviews plans, specifications, bids, contracts and reports.
  • Prepares economic, feasibility and technical studies on proposed or existing facilities.
  • Acts as project manager on assigned construction projects, administering the contracts and ensuring that the projects are completed within the parameters specified by the specifications and commonly accepted industry standards.
  • Directs the work of consultants and/or technical staff on specific projects.
  • Reviews plans submitted by developers, architects and contractors for design integrity, technical expertise and conformance with standards.
  • Confers with other City staff and consultants to coordinate projects and activities.
  • Coordinates with outside agencies and utility companies on proposed public works or other development projects.
  • Prepare for and conduct meetings with the public.
  • Assists in the long-range planning of City facilities and public works projects.
  • Uses a computer to solve engineering problems.
  • Makes computations and maintains accurate records.
  • Prepares complete reports including text, charts, computations, conclusions and recommendations.
  • Represents the City in contacts with governmental and regulatory agencies, professional and community groups and others.
  • Direct and evaluate the work of lower-level engineers and technical support staff as assigned.
  • Provide accurate and timely project management information on City webpage and other approved social media outlets.

Qualification Requirements

QUALIFICATIONS:

JUNIOR ENGINEER:

  • Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering.
  • Related work experience is desired, but not required.

Licenses & Certificates:

  • Possession of a valid California Class C driver's license in compliance with adopted City driving standards.
  • Possession of an Engineer-In-Training Certificate accepted by the State of California may be substituted for a Bachelor's degree.

Other Requirements:

  • Must have sufficient mobility to inspect construction projects in the field.
  • Must be willing to work out of doors in various weather conditions.

Knowledge of:

  • Civil engineering principles and practices with particular reference to public works projects.
  • Methods and materials used in the construction of public facilities.
  • Engineering mathematics through calculus.
  • Basic surveying, drafting and materials testing techniques.
  • Data processing principles as applied to the solution of engineering problems.

Skill in:

  • Applying civil engineering principles to the solution of engineering problems.

ASSOCIATE ENGINEER:
  • Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering.
  • Four years of professional-level civil engineering experience with a local government agency or private engineering firm performing contract work for local government agencies.
  • An advanced degree in an accredited civil engineering curriculum may be substituted for one year of the required experience.
Licenses & Certificates:
  • Possession of a valid California Class C driver's license in compliance with adopted City driving standards.
  • Possession of a California Engineer-in-Training certificate.
  • Registration as a Professional Civil Engineer issued by the State of California is desired but not required.
Other Requirements:
  • Must have sufficient mobility to inspect construction projects in the field.
  • Must be willing to work out of doors in various weather conditions.
Knowledge of:
