Up to £38,251 per annum plus a generous on-call allowance

The Emergency Planning and Resilience Team ensure that plans are in place for the council to respond effectively to any external or internal incident. It requires detailed planning, delivery, testing and exercising of plans and response structures to ensure they are fit for purpose in the event of a major incident.

The Emergency Planning and Resilience Consultant will deliver complex arrangements to meet ECC responsibilities under the Civil Contingencies Act 2004, to maintain effective business continuity (BC) and emergency planning (EP) preparedness. Working at an executive level, the Consultant will provide professional advice and guidance.

The Consultant will manage the Council’s response to an incident, implementing essential structures and act as an advisor to executive officers to mitigate the community and organisational impacts of an emergency and oversee the transition from emergency response to recovery.

In addition, the Consultant may also be responsible for providing emergency planning and business continuity services to an allocated District/Borough/City Council, where these have been procured through a Service Level Agreement.

Role responsibilities

  • Accountable for leading work streams to deliver the BC management system and integrated emergency management arrangements for the Council, ensuring suitable frameworks, policies, procedures and plans are in place, in line with relevant legislation and international standards.
  • Responsible for ensuring that effective response arrangements are in place. Manage incident co-ordination on behalf of ECC including acting as the single point of contact for the organisation 24/7 (on-call duty allowance paid) and the provision of professional advice to both strategic and operational management.
  • Lead the development and review of multi-agency planning arrangements for site specific hazards, interpreting complex regulations and managing projects to develop and validate preparedness.
  • Lead reviews, audits, post exercise and incident investigations to deliver continuous improvement by identifying and implementing learning, escalating concerns to senior management. Analyse legislative changes, post incident reports, national strategies to assess the potential impacts on the council
  • Undertake risk assessments for threats and hazards, deliver impact and capability gap analysis, to provide assurance that ECC preparedness arrangements meet assessed consequences.
  • Support the embedding of EP and BC within the culture of the Council, by delivering projects including training and exercises for stakeholders, including Councillors, executive officers and operational staff.
  • Support the public awareness strategy, providing expert advice on ways to improve community and business resilience in response to disruptive incidents.
  • Represent ECC externally at national and regional workshops/events, multi-agency fora including Essex Resilience Forum and stakeholder meetings. Leading on the delivery of multi-agency projects.
  • Lead and deliver integrated emergency management and/or business continuity arrangements on behalf of an allocated District/Borough/City Council participating in an SLA.

Skills, Knowledge and Experience

  • A minimum of 1 year work experience, or an internship, where business continuity, emergency planning, emergency response coordination, resilience, or risk form the core responsibilities of the role

And/or

A recognised qualification in business continuity, emergency planning, emergency response resilience, or risk.

  • Experience of project working or report writing.
  • Skilled in developing collaborative working relationships.
  • Experience of working within a complex organisation, providing professional business continuity or emergency planning advice and producing guidance material.
  • Evidence of maintaining knowledge with regard to relevant legislation/regulations, learning from past incidents and best practice.
  • Demonstrates behaviours and leadership skills which forge a highly performing and motivated team from diverse backgrounds, focussing on results and achieving local objectives.

The role includes a requirement to be able to physically respond to Chelmsford or other Essex locations as part of an on-call duty system (up to 13 weeks per year). Team members are required to physically attend team days in the office (currently twice per month but subject to change due to business need). There will also be other occasions where physical attendance is required at meetings in Essex, and other UK locations is required (ad-hoc, but increasingly common). Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
