Duties
- If selected at the GS-07, GS-09 or GS-11 level, the below responsibilities will be performed in a developmental capacity.
- Serves as professional engineer, expert test engineering consultant, and advisor within the electronics engineering discipline with responsibility
- for developing test plans and interpreting specifications to verify adherence of parts to quality and reliability requirements.
- Establish test requirements/techniques according to theoretically proven means and by use of empirical methods and techniques; interprets test results; plans and develops methods for use in the study of pass/fail trends;
- determines when problems exist with specification or standard test methods or procedures.
- Review, analyze and evaluate technical engineering information in test reports and other pertinent technical documentation in order to determine failure or acceptability status; while assuring the validity of reports.
- Serves as a technical authority in making engineering decisions leading to the proper selection, testing, and evaluation of electronic devices.
- Develop, evaluate, and review programs for computer controlled automated test equipment (ATE) to test and evaluate electronic devices.
- Develops and designs test circuits, measurement equipment and/or mechanical configurations required to implement correct test technique.
- Skill in the use of electronic test equipment such as computer controlled automated test equipment (ATE), oscilloscopes, pulse and signal generators...
- network analyzers, digital data generators, digital voltmeters, frequency generators, and special test equipment; and in the use of a variety of hand tools such as screwdrivers, drills, wrenches, and soldering irons.

Qualifications
GS-07 Level:
Analyzing customer inquiries and requests to determine feasibility of electronic testing and/or laboratory test equipment necessary to adequately diagnose and/or characterize system/item performance and/or attributes
Demonstrating general awareness and understanding of typical electronic test equipment (e.g. voltmeter, ammeter, oscilloscope, etc.), and recognizing potential performance bounds, under oversight of senior level engineers, to ensure the correct (or adequate) tool diagnostic for a given electronic test is utilized.
Completing assignments by following specific instructions and procedures, in strict compliance with instructions, within allowable time frames, priorities, anticipated problems, etc.
Working assignments that start less difficult and gradual become more complex and involved in nature as knowledge is gained from previous experience and with more frequent repetition of applicable and pertinent regulations, procedures, and guidelines, while proactively seeking guidance and assistance for situations not covered by instructions.
Referring problem situations and deviations to those in a position of authority resolution and/or guidance.
GS-09 Level:
Assisting in writing test programs for the computer controlled automated test equipment (ATE).. Assisting in designing and developing novel electrical test circuits and fixtures.

- Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. GS-07: One year of graduate-level education or superior academic achievement OR successful completion of a 5 year program of study of at least 160 semester hours leading to a bachelors degree in engineering. Such education must have provided the knowledge, skills, and abilities necessary to perform the work of the position being filled.
GS-09: Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Such education must have provided the knowledge, skills, and abilities necessary to perform the work of the position being filled.
GS-11: Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Such education must have provided the knowledge, skills, and abilities necessary to perform the work of the position being filled.
GS-12: Education cannot be substituted for specialized experience at this grade level.
- Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-07, GS-09, and GS-11 and may be computed by first determining the applicants total qualifying experience as a percentage of the experience required for the
- Additional Experience and Training Provisions for Graduates of Engineering Programs: a) Superior academic achievement at the baccalaureate level in an engineering program is qualifying for GS-7; b) A combination of superior academic achievement and 1 year of appropriate professional experience is qualifying at GS-9; c) Applicants with an engineering bachelor's degree who have appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 only on a month-for- month basis up to a maximum of 12 months; d) Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering is qualifying at GS-7. Completion of such a program and 1 year of appropriate professional experience is qualifying at grade GS-9.
Education must be from an accredited college recognized by the Secretary, U.S. Department of Education. If using education completed outside the U.S., it must be submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
