Duties

THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.

The primary purpose of the INDUSTRIAL HYGIENIST, GS-0690-11, is to provide a professional Industrial Hygienist to plan, schedule, execute, manage, and administer the installation-wide Industrial Hygiene/Bioenvironmental Engineering Program (IH/BEE), which includes occupational health/industrial hygiene, radiation safety, and environmental monitoring to maintain and promote the health and well-being of military and technician personnel.

  • Serves as an expert advisor concerning OSHA, the Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC), and US Air Force on installation health matters such as, (a) health hazard identification, evaluation and abatement; (b) workplace surveillance, (c) medical-legal documentation, (d) asbestos abatement, (e) lead based paint, (f) ionizing and non-ionizing radiation, (g) Thermo Luminescent Dosimetry (TLD), (h) air emissions, (i) drinking water, (j) wastewater discharges, (k) hazardous wastes, (l) Agency for Toxic Substances and Disease Registry (ATSDR) activities, (m) pesticide use, (n) environmental noise, (o) environmental assessment, (p) environmental sampling, and (q) other environmental monitoring. Serves as an installation expert regarding Nuclear Biological and Chemical readiness issues.
  • Ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and health (AFOSH) directives and regulations. Determines and assigns Risk Assessment Code (RAC) to health hazards. Prepares and issues Notice of Hazard to shop supervisor and ensures its posting. Assists shop supervisor in completing AF Hazard Abatement Plan for hazards identified by Risk Assessment Code. Monitors the abatement of occupational health hazards to ensure corrective action has been initiated. Maintains record of occupational health-related RAC 4 and 5 hazards until appropriate corrective action is completed.
  • Researches industrial operations and develops, implements, and executes surveillance strategies, inspections and evaluations of operational facilities and various activities to detect and eliminate health hazards. Executes appropriate methods and techniques of surveys. Performs base wide no-notice, spot, and special inspections of operational facilities and worksites when statistical analyses and conditions dictate need, when new equipment is to be installed, and/or when hazardous conditions exist.
  • Serves as the program manager that ensures installation compliance with OSHA confined space standards. Evaluates the areas to determine hazards; develops and writes guidance on local controls and procedures for personnel entry into confined spaces. Reviews and approves entry permits, and provides training as needed. Develops and writes management plans containing program goals, objectives and priorities. Designs/develops pamphlets and brochures that provide specific guidance and direction for the various programs.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

INDUSTRIAL HYGIENIST, GS-0690-11: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

Education

Possess a Degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science

OR

Possess a bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene

OR

Possess a Certification from the American Board of Industrial Hygiene (ABIH).Courses in the history or teaching of chemistry are not acceptable.
