Seven Resourcing are looking for a temporary Education Welfare Officer to work in Brent. This position is initially for a period of 6 months and is paying £26.89 per hour (paid to you via an umbrella company). The hiring manager is looking for someone who can work 36 hours per week (Monday - Friday from 9am - 5pm).

The role:

To lead on Elective Home Education (EHE) and Child Employment for the Education Welfare Service and provide high quality advice and guidance to the team, parents, schools and practitioners in the Children and Young People department.
To have a good level of understanding about the reasons why parents choose to home educate and create positive links and engagement with families in order to assess the suitability of education provided. To have good knowledge of Child Employment Legislation and EWS Performance Licence and Application Policy and be able to issue performance licences and child work permits effectively and timely within the legislation and guidance.
Take appropriate action when there are concerns that a home educated child is not receiving a suitable education, engage with parents and other professional to resolve this and as a last resort initiate proceedings to prosecute parents when they fail to secure education for their children and are in breach of a school attendance orders (SAO) under section 443 of the Education Act 1996.

Key Responsibilities:

  • To provide leadership and high quality advice in the area of Elective Home Education for the Education Welfare Service, Early Help and Children and Young People Department and ensure that all children of compulsory school age in the Local Authority receive education suitable to their age, aptitude and ability, either at school or otherwise.
  • To develop excellent working relationships with headteachers, within schools in relation to EHE and to monitor reason why parents choose to home educate and advise schools on correct procedures for removing pupil’s from the school roll in line with the pupil registration regulations and inform management when there is evidence of inappropriate ‘off rolling’.
  • Work closely and lead on cases with schools, Admissions, Inclusion, Family Solutions, Social Care and the EWS Children Missing Education Officer if there are concerns about the education or welfare of a child or when unsatisfactory or no information is provided about home education arrangements. Record children as priority CME, make referrals to the CME panel and attend and present cases as required and if a child is at risk of harm refer to Brent’s Family Front Door (BFFD).
  • To be an authorised officer of Brent’s Education Welfare Service who is empowered to investigate breaches under the Education Act 1996 and to issue Penalty Notices or bring legal proceedings against parents when they are failing to provide an education for their children.
  • To serve a notice on parents under section 437 of the Education Act 1996 when a child is not receiving a suitable education, either by regular attendance at school or otherwise.
  • To serve parents with a school attendance order, requiring a child to become a registered pupil at a school named in the order.
  • To prepare detailed evidence outlining the case for prosecution and provide a case file including a section 9 witness statement to Brent’s Legal Services, in preparation for a breach of a School Attendance Orders (SAO) under section 443 of the Education Act 1996.
  • To act, as required, as the Education Welfare Service representative in the Magistrates Court and attend, tribunals and other legal hearings and be able to present evidence on behalf of the council.

Applicant Requirements:

  • Qualifications: Degree or other relevant qualification with experience in education welfare or social care.
  • Experience: 1+ year of post-graduate experience within a similar role.
  • Compliance: Proof of ability to work and live in the UK. Current DBS and 2 references.
