Job description
This post is integral to the Strategic Partnerships, Diversity and Inclusion function, promoting, championing and leading equality, diversity and inclusion work programmes across the Health Board to ensure equality for staff, patients and service users.
The post holder will lead on and coordinate the development of strategies and policies to support equality governance of the health board and promote action to reduce inequalities in health outcomes.
The post holder will provide expert input on equality management,
compliance with legislation and other mandatory requirements, with regard to the Equality Act 2010, Human Rights Act 1998 and the Welsh Language Measure (Wales) 2011 and the Socio-economic Duty so that the Health Board meets the highest standards of practice.
The role will provide direct support to the Assistant Director Strategic Partnerships, Diversity and Inclusion, the Head of Partnerships, Diversity and Inclusion, the Chairs of staff support networks and other senior managers within workforce and organisational development in their leadership role.
The post requires strong connections both to internal and external partners e.g. the Engagement Team and Communication Team, Strategic Planning, Regional Partnerships and Localities will be key to the role.
The role will involve coordinating the monitoring arrangements required by the Equality and Human Rights Commission and acting as one of the Leads to report on equality compliance with the Healthcare Standards as part of the annual assessment processes.
The role will act as a champion in the drive for improvements in equality diversity and inclusion practices, and continued improvement in compliance with statutory and mandatory requirements.
The post holder will encourage visible improvements in patient
and staff outcomes and use their experience by providing proactive visible leadership in projects including those aimed at reducing inequalities in health.
The role requires a highly experienced, appropriately qualified and competent professional with significant experience in equality, diversity and inclusion work and a thorough understanding of the policy and legislative context.
Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 11,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:
Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;
Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;
48 general practices (four of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;
Numerous locations providing mental health and learning disabilities services;
Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

An exciting opportunity has arisen to join our team as a Diversity and Inclusion Manager. In this role you will be an ambassador for creating a
positive organisational culture and promoting equality, diversity and inclusion for staff, service users, carers and our wider population.
The post holder will manage a team of specialist staff who have a role in providing strategy and policy advice as in-house specialists on equality
and diversity issues.
The post holder will co-ordinate support to internal teams advising them on the process of undertaking equality impact assessments that is required to support the development of service improvements, transformation or organisational policies.
The post holder will also lead on the development and delivery of awareness raising training at corporate induction sessions and to staff across a wide range of disciplines, which may also include partner organisations. The team also commission specialist advice and support to service areas and teams and play a key role in facilitating
engagement with stakeholders and protected characteristic groups to ensure the voice of staff, service users, families, carers and the wider
population are considered and used to shape the future of services. This will involve working closely with the Engagement Team to promote and
nurture links across all protected groups, particularly with those who traditionally experience exclusion or marginalisation.
The portfolio is varied and changeable responding to emerging priorities and areas of work.
We are looking for someone who can demonstrate excellent verbal and written communication skills and has the ability to negotiate and influence
at all levels. The successful post holder must be a team player but with the ability to work autonomously and prioritise to be able to deliver to
agreed deadlines. You will need to have a flexible and adaptable approach to work and welcome change and progression. Expert knowledge of
the policy and legislative context is essential, as is a passion for improving equality and human rights.
This is a full-time post working 37.5 hours per week with occasional evening work to support community engagement activities.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.
