General Summary of Position

911 Dispatchers operate emergency communications equipment, which receives and dispatches police, fire and emergency medical calls via telephone and electronic dispatch equipment. 911 Dispatchers also operate various on-line data entry terminals. 911 Dispatchers must have considerable ability to remain emotionally stable during periods of emergency and stress and have the ability to extract information from distraught callers. 911 Dispatchers operate various on-line data entry terminals. The Communications Center is a 24/7/365 operation and staff are required to work nights/weekends/holidays and mandatory overtime. Regular attendance and punctuality along with being prepared to commence work at designated work locations, on the assigned or scheduled days and hours is expected. All County of Door staff are responsible for providing truthful and accurate written and verbal communications.

To advance in the recruitment process, selected candidates must pass a typing test.

Note: Candidates who have completed the "Fundamentals of Emergency Dispatch" through the technical college will be given priority consideration.

This position is open until filled.
$2,000 Sign-on Bonus after satisfactorily completing 6 month ($500), 12 month ($500), and 18 month ($1000) periods.

Essential & General Job Functions

Essential Job Functions

  • Answers and routes telephone calls and messages of an emergency and non-emergency nature to the proper public service agency. This can include handling multiple calls at one time.
  • Relays, tracks, and logs further information as needed throughout the duration of an emergency situation. This can include information coming from multiple sources at one time.
  • Quickly and accurately navigate multiple software programs as situations dictate.
  • Ascertains proper routing of incident information through geographic knowledge of the County.
  • Operates radio transmitter in accordance with Federal Communications Commission Rules and Regulations.
  • Utilizes the Transaction Information for the Management of Enforcement (TIME) System for entry of warrants, restraining orders, missing persons, stolen items, criminal histories, administrative messages, hit confirmations etc. and is used during all traffic stops.
  • Participates and attends job related meetings and training.
  • Keeps records and data in accordance with department rules.
  • Routes, transmits and interprets teletype messages.
  • Monitors weather radar and follows severe weather procedures when situation dictates such.

Training, Experience, Knowledge, Skills & Abilities

Training and Experience

  • High school diploma or equivalent.
  • Ability to type a minimum of 31 words per minute determined by a standard keyboard test.
  • Able to obtain certification in CPR within 6 months of hire.
  • Must obtain Basic and Advanced TIME System certifications within 1 year of hire and maintain.
  • Successful completion of telecommunications field training and evaluation program within six (6) months of hire.
Knowledge, Skills, and Abilities Required
  • Ability to work the required hours of the position, including nights, weekends, and holidays.
  • Strong ability to communicate effectively and precisely both orally and in writing.
  • Ability to hear at a level commensurate with working conditions.
  • Vision correctable to 20/20 on a Snellen eye chart.
  • Ability to record computer data rapidly and accurately.
  • Ability to maintain security and confidentiality.
  • Continuous working knowledge of the County’s geography.
  • Knowledge of and ability to utilize a computer and the required software.
  • Ability to operate a keyboard and telephone equipment.
  • Ability to use tact and courtesy in maintaining an effective working relationship with department employees, county supervisors, county officials, and general public.

Physical and Working Conditions
Almost one hundred percent (100%) of time spent being stationary in front of dispatch console listening and speaking to others using dispatching equipment. Approximately seventy five percent (75%) of time using medium fingering (using keyboard to enter data on computer).

Nearly 100% of time work is performed in a normal office setting with little or no discomfort from temperature, dust or noise. Interacting with other employees, general public, whether walking in or on the telephone may be encountered.

Must be able to remain in a stationary position over 75% of the time while operating a computer keyboard and / or telephone. About 10% of the time is spent moving about the work area to complete needed tasks. Over 75% of the work is performed by talking, hearing, and using both far and near vision. Occasional lifting is required up to 10 lbs. (i.e., paper and equipment).

In an effort to provide for continuity of County government and to cope with the problems of the emergency, you may be required to work during a proclaimed state of emergency, consistent with Sec 323.14 Wis. Stats. and County emergency management plans and programs.
