Salary: Salary range is $118,286 - $205,460. Starting salary will depend on qualifications and experience. The hiring salary, however, will be less than the top of the range.
Telework: This position works on-site in the Minnesota Senate Building and Capitol during the legislative session. When the legislature is not in session, flexible hybrid options may be available.
Days of Work/Hours: Monday-Friday/8am-4:30pm. During session, hours may be extended.

Position Summary
This position exists to plan, direct, and manage all human resource programs for the Minnesota Senate. Human resource programs include employee relations, performance management and performance appraisal system, classification, compensation, recruitment, talent acquisition, leadership and employee training and development, safety/health and workers compensation, non-discrimination and anti-harassment process and training, HRIS system, benefits, insurance, policy development and administration.
Human Resource program activities support the work of 205 permanent employees, 67 Senators, and approximately 50 temporary employees during the legislative session.
Primary Responsibilities
- Plan, direct, and manage all human resource programs for the Minnesota Senate to achieve compliance with federal and state laws and communicate practices to keep the Senate and it's its constituents well informed.
- Oversee and provide training on policies, support supervisors in onboarding, and educating staff on benefits and leave options.
- Advise the Minnesota Senate executive leadership team, including leadership from both caucuses, regarding human resources matters to ensure compliance with federal and state laws and legislative policies.
- Partner with Senate leadership on strategic initiatives, organizational restructures, workforce planning, policy development, and employee/management concerns to effectuate changes within the Senate.
- Manage Human Resources Department staff so that they are provided adequate resources, direction, and supervision to enable them to meet the job responsibilities, expectations, and fulfill unit objectives.
- Collaborate and develop, with the Legislative Coordinating Commission's Diversity and Inclusion Director on strategic workforce and training initiatives as required and as needed; specifically, assessing policy and practices, and collaborating on the development of organizational goals.
- Represent the Senate on committees, workgroups, and events in the human resources community at the state and national level.
- Attend Senate Committee on Rules and Administration hearings to support and inform Committee consideration of proposed changes to Senate policy or programs.
- Oversee talent recruitment in consultation with the Diversity and Inclusion Director, including leading talent acquisition, developing hiring procedures and onboarding new employees.
Minimum Qualifications
A Degree in Human Resources Management, Industrial Relations, Business Administration, Business Management, Industrial and Organizational Development or related field AND three years of experience in an HR leadership role as noted below

A Degree in an unrelated field AND five years of experience in an HR leadership role as noted below
OR
Ten years of Human Resources experience with one of those years in an HR leadership role as noted below
Experience in an HR leadership role should include a role as a: Director, Manager, or Supervisor which would include oversight or management of a human resources program(s) such as Labor and/or Employee Relations, Benefits Management, Organizational Development, EEO, Compensation, Leave Management, Talent Management, Training and Development, Recruitment/Retention, or other HR related area of expertise
Preferred Qualifications
- HRCI Certification (PHR, SPHR, GPHR) or SHRM CP/SCP Certification
- Adaptability to respond to complex needs in dynamic work environment
- Strategic vision to move HR projects from concept to completion
- Leadership skills to provide advice, guidance and direction to Senate leadership in the area of personnel and policy management
- Communication skills to effectively communicate with Senate leadership and staff and to testify before the Rules committee
- Presentation and/or training skills sufficient to train staff and/or Senators on Senate policies, procedures, or other HR related topics
