About Us

Havering is a large, vibrant and varied outer-London borough in the east of the city. We have recently adopted our new Local Plan, which sets out how we will deliver sustainable inclusive growth for the borough.

The Council has ambitious regeneration and development programmes, focused within the designated Opportunity Areas of London Riverside and Romford. In these areas it is planned to deliver 49,000 new homes and 29,500 new jobs with the creation of vibrant and sustainable new neighbourhoods.

We collected £8.7m in developer contributions (S106 & CIL) in 2021/22. This is now ready to be spent by the Council on delivering infrastructure.

The Infrastructure Planning Team sits within the Council’s Planning Service, but works collaboratively across the whole Council, together with the Senior Leadership Team, Members and external stakeholders.

The Council is on a transformation journey - modernising, becoming more data-driven, digitally enabled, staff-focused, and embedding improved infrastructure planning across the Council's many services.

About the Job

We are recruiting to the Deputy Team Leader role in the recently formed Infrastructure Planning Team.

This is a fantastic opportunity to play a key role in managing the funding and delivery of £600m of infrastructure projects and programmes, shaping the future of the borough.

In this role you will support the Team Leader in the day-to-day running of the Infrastructure Planning Team and its core role: monitoring the collection, allocation and spend of £M’s of CIL and S106 developer contributions which support the Council's ambitious regeneration and development programmes.

You will be responsible for directly mentoring and supporting junior members of the team and helping ensure the team’s objectives are delivered, in line with statutory requirements and corporate service aims.

You will manage, deliver and monitor your own portfolio of projects and programmes – ensuring these are delivered on time and on budget.

These will include:

Leading development of new and improved processes and systems for CIL & S106 monitoring and governance. This will include implementation of the Exacom system and its integration with the planning database and financial systems.

Leading the review of the Council’s CIL Charging Schedule, updating of key relevant policy documents and providing information for publication promoting and celebrating infrastructure planning achievements.

Planning and delivering implementation of a new Neighbourhood CIL (NCIL) process.

Supporting the Council’s Climate Change Action Plan: pushing to deliver improved sustainability, minimise and mitigate impacts of climate change, and promotion and delivery of green and healthy infrastructure projects.

Building and maintaining numerous positive working relationships and clear regular lines of communication with the many and varied stakeholders involved in the provision and operation of infrastructure in the borough, including: colleagues across the Council, elected Members, external stakeholders, and the local community.

Keeping abreast of new ideas, technologies, best practice and legislation relevant to all forms of infrastructure planning, and using these to assist driving new innovative ways of working within the Infrastructure Planning Team and across the Council

About You

We are looking for an enthusiastic motivated team player to step into this key post within our Planning Service.

To be successful in this role:

You will have a good working knowledge and understanding of planning legislation, CIL, S106 Agreements and related processes.

You will have significant experience of leading in the management of complex, high profile and politically important projects and programmes, either within the public or private sector.

You will have experience mentoring and supporting junior officers.

You will be experienced at presenting information and professional opinions clearly in online and in-person meetings and written communications.

You will have advanced problem solving skills and excellent attention to detail.

You will already have, or be eligible for, RPTI/RICS accreditation.
