The Border Policy and International Migration (BPIM) Directorate, within the Home Office’s Migration and Borders Group, is responsible for ensuring the UK has a safe and secure border, by allowing for the legitimate movement of people and goods and by tackling illegal migration. This includes working with international partners on our migration interests. Job description As one of two Deputy Directors in the International Migration Unit (part of the BPIM Directorate), you will focus on improving international cooperation on both legal and illegal migration. This role has specific responsibility for the delivery of our migration priorities with countries outside of Europe. This will include ensuring that we have the right frameworks in place with other countries to ensure the return of those that do not have the right to remain in the UK; that we are deploying programme funds effectively in support of work to prevent illegal migration; and that we are addressing organised immigration crime upstream and in transit countries. You can expect to personally shape and lead negotiations and engagement with counterparts from other countries. You will also need to be collaborative, working effectively with colleagues from across the department and in other Whitehall departments (especially the Foreign, Commonwealth and Development Office) to ensure we have a clear and agreed view of our priorities and are working together to deliver against them. You will also play an important role in the wider leadership of the Directorate, working closely with the other Deputy Director (who focuses on Europe) on cross-cutting priorities, providing clear direction to colleagues in the Unit and supporting them in their development, and taking on a wider corporate role for either the Directorate or Group. To succeed in this role, you will need either experience of developing and delivering migration policy or experience of working or delivering on international policy. This should be combined with strong leadership and the ability to foster a positive organisational culture. Excellent communication, networking and negotiating skills are essential as you will be expected to interact confidently and credibly with UK Ministers and senior overseas representatives. We’ll also look for the ability to develop sound strategic approaches and then to drive practical delivery. You’ll also have the capacity to work collaboratively in a complex, multi-stakeholder environment. Programme management experience or financial management experience will be important. Person specification Key Responsibilities Leading engagement with overseas governments on UK legal and illegal migration policy, including specific negotiations on a country basis Working collaboratively with other departments across Whitehall to ensure that migration interests are appropriately reflected in wider government efforts, including in relation to foreign and development policy (with the Foreign, Commonwealth & Development Office) Secure an ambitious programme of returns agreements with source and transit countries, or operational improvements to existing cooperation Delivering through an immediate leadership span of c.20 FTE, as well as through operational and policy colleagues across the wider department including via Justice and Home Affairs attaches based in the overseas network Providing leadership to the entire International Migration Unit, as part of joint leadership of the Unit with the other Deputy Director Being an active member of the wider Directorate's senior leadership team (6 SCS1 colleagues in total), taking on corporate responsibilities and role modelling an accessible, inclusive and collaborative leadership approach.
