Job description

Duties This position provides executive leadership for the NC/J3 operational portfolios within the following divisions: Ballistic Missile Defense (NC/J31), Joint Fires and Reconnaissance (NC/J32), Continuity and Contingency Operations (NC/J38), and Information Operations (NC/J39). The Deputy Director of operations oversees the programs, activities, and resources for the Special Activities portfolio synchronizing efforts across NC mission areas. Provides strategic advice and planning guidance to USNORTHCOM leaders and others related to Defense of the Homeland and Civil Support in the execution of current operations. Directs the work of two or more organizational units consisting of military, civilian, and contracting personnel. Monitors and evaluates the progress of the organization towards meeting goals. Makes adjustments in objectives, work plans, schedules, and commits and adjusts resources as appropriate. Shares responsibility for the full spectrum of personnel management activities within the NC/J3 Special Activities office and provides advice and guidance to NC/J3 offices. Manages through subordinate supervisors/organizations. Ensures personnel management initiatives are consistent with strategic plans. Exercises leadership in acquiring a diverse workforce and enforces equal opportunity and treatment. Exercises final authority for the full range of personnel actions recommended by subordinate organization supervisors. Delegates personnel management responsibility to subordinate organization leaders consistent with NC management philosophy. Ensures compliance with applicable laws and regulations. Responsible for actions involving key personnel. Coordinates CDR USNORTHCOM operational issues with key leaders and personnel within the N&NC staff, NC Component and Subordinate staffs, the Department of Defense, to include the Office of the Secretary of Defense, the Joint Chiefs of Staff and National Military Command Center, Service and other Combatant Commands, and the National Guard Bureau. Additionally, a great deal of interaction and coordination exists with senior leaders and staffs outside of the Department of Defense including, for example, the Departments of State, Justice, and Homeland Security, and the Mexican, Bahamian and Canadian Defense staffs. Develops and issues appropriate guidance and instructions to subordinate commands and staff. Interfaces with the Joint Chiefs of Staff and other Combatant Commands to coordinate accomplishment of NC operational missions. Maintains liaison with senior executive personnel in those government and non-governmental organizations and agencies that interact with NC in professional or official social matters; including, but not limited to military, law enforcement, emergency management and civilian offices of U.S. local, state and federal government, foreign governments, non-governmental organizations, and coalition/combined commands, as appropriate, and applicable for the NC missions. In the absence of the Director of Operations, or other unanticipated consequences, assumes oversight of other functions or an additional portfolio including that of the NC/J3 to provide executive leadership, continuity and historical knowledge. This is in addition to the responsibilities noted above: Serves as the Director of Operations for the NC Battle Staff, the Joint Operations Center (JOC) and/or oversight of all responsibility's resident within the NC/J3; Global Force Management, Ballistic Missile Defense, Joint Fires and Reconnaissance, Crisis Action, Contingency and/or Information Operations to name a few. Formulates, synchronizes, and coordinates operations and deployments within the NC staff, Joint Chiefs of Staff, NC Component and other joint- commands. Further assists with the scheduling and execution of NC operations, joint exercises and training, planning, coordinating, scheduling, and controlling joint operations and inter-theater deployments of all NC forces. Develops and maintains troop lists, including review and revision to ensure timely and effective assignment of units to support and accomplish Homeland Defense, Defense Support of Civil Authorities, and Theater Security Cooperation. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings. Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning. An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period. Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability. Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code. Qualifications Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 4 Pages Total) : A supplemental statement must be submitted separately addressing each TQ. Sustained executive level performance in joint operations to promptly identify, assess and advise on emerging threats and issues in, Current Operations and Contingency Command Center operations, Domestic Operations, State and territory Dual-Status Command operations, Continuity of Government, and related support functions. C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an SES corporate culture. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS : This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.
