About the Group
The Public Spending Group has a high profile role in Government, setting the Government’s overall spending plans and ensuring they deliver value for money for the taxpayer. We are responsible for reporting to Parliament and the public on how taxpayers’ money is spent. We drive forward improved outcomes and efficiency in public services and enhance the value for money of decision-making through better evaluation, data and analysis. We advise on overall government policy on public sector pay and pensions, the biggest single driver of public spending. We collaborate with and directly support departments to deliver the Government Finance Function strategy, building finance capability across government and developing the management information, tools and frameworks to better understand and ensure value for money.
About the Team
The Finance Analytics Control and Technology (FACT) team forms part of HM Treasury’s Public Spending Group. The team provides a range of financial reporting, analytics, data management, training, business analysis and service improvement services.
To enable these services the FACT team manages and supports the Online System for Central Accounting and Reporting (OSCAR). OSCAR is an IBM Cognos based, cross-government system which contains a detailed, multi-year analysis of departmental spending and from which the Whole of Government Accounts (WGA), Supply Estimates and other key outputs are produced.
OSCAR’s main objectives are to:
- Be the single source for reliable, real time financial information for government
- Increase our analytics and insight capability to support decision making
- Enable the modernisation and standardisation of financial accounting and reporting
- Reduce the time taken to produce statutory publications
- Be capable of future exploitation and expansion (e.g. to new datasets).
Key Accountabilities
This role is responsible for leading and managing the FACT team, and for leading the ongoing transformation of the OSCAR service. This includes managing the performance of a number of external delivery partners, including IBM and Deloitte, and the upcoming re-tender of the OSCAR2 contract.
The role works closely with and provide a high-quality service to other teams within HMT and the wider Government Finance Function, with a focus on putting finance at the heart of decision making.
Key Accountabilities for this role include:
Lead and manage the FACT team, providing clear direction, and helping to build the skills and impact of the branch across HMT’s spending functions, fiscal units and Whitehall finance departments. Embed a culture of inclusion and equal opportunity for all, where the diversity of individuals’ backgrounds and experiences are valued and respected.
Deliver a high quality and efficient OSCAR service which is a good investment of taxpayers’ money. Work collaboratively with customers and delivery partners to manage, monitor and deliver agreed outcomes. Ensure risks are monitored and managed to prevent issues with service delivery wherever possible.
Proactively create, maintain and promote a strong network of contacts across the organisation and externally. Actively promote the OSCAR service with pride, both internally and externally. Display passion and enthusiasm for the service, helping to inspire colleagues and partners to fully engage with the aims and long-term vision.
Communicate in a straightforward, honest and truthful way with consideration for the impact of the method used. Communicate with conviction and clarity in the face of tough challenges. Influence external partners, stakeholders and customers successfully securing mutually beneficial outcomes.

- Proof of address, e.g. a utility bill or bank statement issued within the past 3 months
- Proof of your National Insurance (NI) number, e.g. letter from DWP confirming your NI number, or P60
- If you do not bring a UK or EU passport, you will need to bring other documentation of your right to work in the UK, e.g. your visa, biometric residence permit or birth certificate.
- If your right to work is granted through the EU Settlement Scheme, alongside you proof of identity you will need to provide either a letter of application or status outcome letter from the Home Office. If you are successful in being appointed to the role you will also be required to provide a Right to Work Share Code

Eligibility Statement
Individuals appointed to the Treasury Group will be subject to National Security Vetting. To allow for meaningful checks to be carried out applicants will normally need to have lived in the UK for at least 3 out of the past 5 years. A lack of UK residency in itself is not always a bar to security clearance but the Department will need to consider eligibility on a case by case basis using all information that can be obtained following a successful application. You will be asked to provide information regarding your UK residency during your application, and failure to provide this will result in your application being rejected.
Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks.
For many roles, security clearance is also required. Successful candidates must meet the security requirements of the role before they can be appointed. The level of security clearance required for this role is Baseline Personnel Security Standard (BPSS) / Counter Terrorist Check (CTC) / Security Check (SC) / Developed Vetting (DV).
