The Creative PEC working in partnership with Newcastle University and the RSA is recruiting for a Deputy Director based at RSA House in London.
Joining the team at an exciting time as it embarks on a phase of significant growth, you will report to the Creative PEC’s Director and will have oversight of the day-to-day delivery of the PEC’s Policy work, Communications and Operations, through line management and coaching of the Heads of three teams: Policy, Communications, and Operations. You will need to liaise confidently with a wide range of stakeholders at senior levels in policy, industry and academia as well as work closely with the Head of Operations and Finance & Administration Manager in overseeing the design and implementation of business processes and managing the financial operations of the Creative PEC, including timely management of finances, forecasting and reporting.
You will be expected to represent the Creative PEC in public fora, media and publications and so we are looking for someone with a track record of outstanding communication and presentation skills to fulfil this opportunity.
Since its inception in 2018, the Arts and Humanities Research Council (AHRC)-funded Creative PEC has succeeded in bringing about a step change in the quantity and quality of evidence available to UK policymakers seeking to support growth in the creative industries. We are delighted to announce funding for a further five yrs has been awarded and in the next phase, commencing in June 2023, The PEC will grow the evidence base further, addressing industry and government’s current priorities for the creative industries including those set out in strategy documents such as the forthcoming Sector Vision, while at the same time advancing research into the longer-term challenges and opportunities facing the sector.

This is an open-ended opportunity subject to further funding beyond the five-year AHRC grant being secured and on a full-time basis.

Key Accountabilities
Reporting to the Creative PEC’s Director, you will have oversight of the day-to-day delivery of the Creative PEC’s Policy work, Communications and Operations, through line management and coaching of the Heads of three teams: Policy, Communications, and Operations
Deputise for the Director on the Creative PEC’s Senior Management Team on areas falling outside the responsibility of the Creative PEC’s Research Director, including management decisions within the central team, and engagement with the AHRC, the Creative PEC’s Oversight Board at Newcastle University and the Advisory Board
Contribute to strategic decision-making within the Creative PEC’s central team, located across the Creative PEC’s southern hub at RSA House in London and northern hub at Newcastle University, working closely with the Director and Research Director
Represent the Creative PEC in public forums, media and publications
Build a team culture which supports collaboration, cross-team working and training and development
Oversee the financial operations of the Creative PEC, including timely management of finances, forecasting and reporting, working closely with the Head of Operations and Finance & Administration Manager
Oversee the working of the Creative PEC’s Global Creative Economy Council – a high-profile international forum of creative economy experts debating global creative economy issues, supported by the Creative PEC and the British Council
Refresh the Creative PEC’s Engagement Strategy based on a stakeholder mapping, bringing together the Creative PEC’s Network Manager and other key personnel within the central team, the RSA and consortium partners
Develop an Events Strategy for the Creative PEC, working closely with the Head of Communications, the Network Manager, the RSA and consortium partners, encompassing and building on existing commitments
Work with Head of Communications and their team to review and refresh the Creative PEC’s digital strategy
Review and refresh the Creative PEC’s Impact Measurement Framework, consulting stakeholders within the Creative PEC’s central team, consortium partners and our principal audiences
Review, develop and manage the Creative PEC’s network of Industry Champions which inform the Creative PEC’s understanding of industry priorities and is a key dissemination channel for PEC research and policy work
Directly advise policymakers using research published by the Creative PEC and others.
The Person
Demonstrable understanding of policy development and decision-making processes: you will have had extensive experience of working in government, a think tank or in government relations
Experience of managing teams in high-pressure, complex environments where producing work to tight deadlines is important
You will have had experience of coaching managers or team leaders, or will be looking to gain such experience in this role
The ability to liaise confidently with a wide range of stakeholders at senior levels in policy and in the private and third sectors
Outstanding communication skills, including preparation and delivery of presentations and introducing and chairing public events
Excellent writing skills and ability to produce high-quality briefings, reports and media pieces
Experience of writing for a general audience, including for example blogging and working with social media
Confidence in working with advanced quantitative and qualitative research and evidence
Excellent attention to detail, high standards of accuracy and a focus on delivery
You will need a high degree of proficiency in public policy gained through professional experience.
Qualifications
An excellent first degree, and postgraduate qualification is desirable.
