The Rural Payments Agency (RPA) is an executive agency of the UK Department for Environment, Food and Rural Affairs (Defra), delivering over £2 billion in payments to farmers, traders and landowners each year.
We are an Operational Delivery Profession organisation, with the majority of our people delivering day to day services to our customers and stakeholders.

Job description
Operational delivery is the outward face of government, providing vital services to our customers and stakeholders. In the Rural Payments Agency (RPA), colleagues working in operational delivery are at the frontline of our work which provides millions of pounds to the rural economy every year, making a real difference to the lives of people throughout England’s countryside by helping to support businesses, make communities more sustainable and protecting and enhancing the natural environment. Our people do an essential job across the agency, helping customers to access services and meet their obligations.
These posts are for HEO Operational Delivery Senior Stakeholders to work across RPA, they will undertake a diverse range of functions to support the operational and strategic leadership of the agency delivering services to our customers and people within the agency. During the appointment you may work in any or all of these activities, depending on the demands of the agency and our customers.
Further roles within this skills family may become available in the future at any of the locations listed above. We intend to hold a reserve list for 12 months and we will recruit into future roles from this reserve list.
Responsibilities include but are not limited to:
- Communicating with a wide variety of stakeholders, with the ability to use and adapt communication style to meet a range of stakeholder and audience requirements. You may be expected to present either in writing or orally in a face to face or virtual environment
- Engaging with and managing a wide range of internal and external stakeholders to support the delivery of strategic objectives and promote cultural change
- Analysing data / insight - gathering and using data and insight to evaluate and improve performance, engagement and communications; supporting delivery of the RPA Strategy & People Plans
- Data management - working with stakeholders to present, source and report on complex or sensitive data whilst meeting General Data Protection Regulations
- Examining information to resolve complaints/issues/queries within tight deadlines, ensuring emerging and urgent areas for action are prioritised and escalated as appropriate (this could include reference to complex regulations and/or statutory instruments)
- Planning and working at pace - you should have excellent organisation skills, demonstrating a proactive approach to your work; able to function in a fast-paced environment and adapting well to changing and emerging priorities
- Continuous improvement - promoting and enabling a culture of continuous improvement within the Agency
- Line management may be required; this may involve remote management of people across various teams or regions
- For some posts travel may be required.

Selection process details
Application Process
As part of the application process process you are required to complete a personal statement and a Behaviour Statement.
Your personal statement should be no more than 500 words and demonstrate how you meet the essential criteria as noted in the person specification section of the job advert.
Your behaviour statement should be no more than 250 words and be aligned to the lead behaviour Communicating & Influencing.
Sift
Should a large number of applications be received, an initial sift may be conducted using the personal statement. Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to interview.
Interview
If successful at application stage, you will be invited to interview where you will be assessed on behaviour & strength based questions. Candidates will also be required to prepare and deliver a 5 minute presentation on the behaviours Communicating & Influencing and Making Effective Decisions. Further details of the presentation will be provided following the sift.
Location
Please be aware that this role(s) will be contractually based in a RPA group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

A reserve list may be held for a period of 12 months from which further appointments can be made.

Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
