Collection and Delivery Team Manager (Band D)

The vision of the Metropolitan Police Service is to make London safe for everyone. We are radically changing to deliver high-quality policing services in a more efficient and cost-effective way, in line with the Mayor of London’s Police and Crime Plan. Our operational policing fleet comprises of over 5000 vehicles, 1000 pedal cycles and 25 marine vessels. Vehicles are a workplace for our officers and staff, carrying sophisticated equipment for operational policing, or providing a safe environment for the transport of the public and prisoners. By their very nature, vehicles are often used in the most arduous and challenging conditions.

About Fleet Services

MO11 Fleet Services form part of the ‘Met Operations’ business group, providing pan-London support to support policing across the Capital. Fleet Services are responsible for all aspects of fleet lifecycle management to the Metropolitan Police Service, including vehicle maintenance. Fleet Services are also responsible for the service, maintenance and repair of police vehicles and vessels that are ‘retained’ by the Metropolitan Police Service; specifically, those assets where service, maintenance and repair activities are completed at our purpose-built workshops by our in-house team of dedicated technicians and support staff.

The main duties of this role

The Collection and Delivery Team Manager is a key role that is critical to the success and efficiency of our Paragon vehicle workshop. The role holder will report to the Service Manager (Band C) and will line manage a team of nine collection and delivery drivers, working five days per week across London. The Collection and Delivery team were established to enable one core policing benefit; by taking care of transporting their vehicles to the workshops, frontline police officers can remain engaged on frontline policing duties. The Collection and Delivery Team Manager will co-ordinate future movement requests to identify the most efficient routes and personnel, whilst engaging with the Service Reception team to determine when vehicles will be ready to return, and with front line police officers to arrange handover of vehicles. The Collection and Delivery Team Manager will be responsible for the planning and allocation of work and the line management of the driver team, briefing and debriefing all journeys. We’re looking for somebody who has great attention-to-detail, has excellent customer service skills and a good telephone manner, with previous people management experience. You’ll also be supported by a Service Department Administrator who will provide administrative support when required.

This office-based role is based five days per week at our purpose-built vehicle workshop in Belvedere. The role holder will:

  • Deliver an efficient end-to-end collection and delivery service for a varied fleet of specialist vehicles within the MPS
  • Lead and coordinate a team of Collection and Delivery drivers to meet all departmental KPIs
  • Support frontline operational policing with a safe, well maintained and available fleet at the lowest possible cost, which meets the operational needs of the MPS and externally set standards
  • Liaise directly with operational police officer customers by email and telephone to facilitate the collection or return of their police vehicles
  • Administer and oversee the public transport expenditure budget
  • Coordinate the daily work tasks of all drivers, despatching them to both scheduled and unscheduled jobs multiple times per day
  • Ensuring that all vehicle movements are completed consistently, legally and professionally
  • Adhere to the Fleet Health and Safety policy concerning vehicle movements and the timely collection and delivery of vehicles between end users and the workshop
  • Support projects and continuous improvement initiatives impacting on own team and dependent areas to maintain an effective and efficient service that keeps up to date with fleet advancements, particularly technology that could improve service efficiency and accuracy
  • Maintain a high level of driver competence and operational excellence when performing their duties and manage quality of service issues
  • Maintain oversight of all driver licencing, accurately recording and reporting any endorsements
  • Lead and motivate team members, building effective relationships with drivers and building a team ethos, setting an open and safe forum for expressing concerns and treating meetings as a learning opportunity
  • Evaluate the performance of the team and individual drivers, determine training needs, organise appropriate training interventions in line with personal development plans and future business requirements

Your profile

We are looking for a Collection and Delivery Team Manager who has transferable experience gained through logistics planning, multi-drop delivery management or vehicle movements related roles. Industry experience is not mandatory, however as this role is one of the ‘customer faces’ of our team, you should have excellent customer service skills. Quite simply without the constant managed flow of multi-brand vehicles into our workshop, our technicians will not be able to repair and maintain vehicles as effectively as they do today. Our Collection and Delivery Team Manager will have an eye-for-detail, be inquisitive and challenging of existing processes, and keen to lead their team through the next period of growth. We’re looking for somebody who can work well with others and continue to motivate our team of drivers. We are working to provide an efficient service to Police Officers across London in order to contribute to the Commissioner’s mission of ‘More Trust, Less Crime, High Standard’ so we’re looking to find candidates who have:

  • Ability to organise, prioritise and work flexibly to meet the shifting demands in case of planned or unexpected surges and remain calm under pressure
  • Effective leadership with the ability to make decisions that are evidence based and on sound judgement
  • Drive to achieve in all aspects of work and demonstrates resilience, accountability and determination to manage difficult situations
  • Creative, innovative and enterprising when seeking solutions to business needs with a positive and adaptable approach
  • Effective communication and interpersonal skills, with the ability to engage with staff and officers at all levels
  • Work well equally alone or as part of a team with a methodical and thorough approach to problem solving
  • Proficient in MS Office and logistics management software with an ability to use GPS tracking and Satellite Navigation systems to coordinate driver activity
