Job description
We have exciting opportunities for two Head of Site Operations (Northern Region) to join our Defence Munitions team here at DE&S.
This is a key leadership role, requiring strategic and operational focus. The successful candidate, as a Duty Holder, have primary responsibility and accountability for the safe running of the establishment, operating in a highly explosive regulated and hazardous environment.
As Head of Site Operations, you will cover a specific geographic area with large numbers of staff spread geographically across the Defence Munitions (DM) estate.
You will be required to lead, direct, manage and control all activities carried out within specified areas of control in a manner that ensures the safe, secure, efficient, effective, and economic use of all resources.
You have accountability and responsibility to Manage, Receive, Store, Maintain and Issue (RSMI) the range of strategically nationally important General Munitions (GM), General Commodities, Equipment and Complex Weapons (CW) that are prescribed by Ministry of Defence (MoD) and procured through the Defence Equipment and Support (DE&S) Delivery Teams to equip the Front-Line Commands (FLCs) and other customers.

About the role
Your responsibilities will include:
- Leadership, including direct management and development of large teams undertaking a variety of industrial and non-industrial roles and utilising resources effectively to deliver operational outputs and requirements.
- Management of our people in line with our DE&S culture and working with colleagues in Human Resources (HR) to enable delivery in line with policies and processes.
- Ensuring all staff, and particularly safety critical post holders, are competent and able to demonstrate that they are Suitably Qualified and Experienced, and have written delegations that outline their required duties and responsibilities. The individual should be able to Identify training and coaching needs specific to individual subject areas.
- Assure adequate succession planning and recruitment activity to ensure capacity and maintenance of expected service delivery.
- Responsible for mentoring staff to agreed level of competence, to support Continued Professional Development, and championing/ support of the mentoring programme.
- Accountable for the assurance of safe operation of facilities, equipment and secure custodianship for all items held on the inventories.
- Monitoring and reporting progress against performance targets.
- Management and delivery of commercial contracts, including, Internal Business Agreements, ensuring Key Performance Indicators are met in accordance with Objectives and metrics.
- Strategic Supplier Relationship Management to ensure supplier and provider accountability.
- Management and accountability for various budgets relating to Operating Expenditure, Infrastructure, Stock/Commodities and Equipment.
- Enable outputs by managing the risks encountered in conducting your site’s activities through Safe systems of Work. The successful candidate will be able to identify hazards and justify appropriate mitigation, using relevant processes, knowledge of specific regulatory requirements, Learning from Experience (LFE), tools, and techniques to manage and mitigate the consequences of risks.
- Effectively plan, organise and schedule high-volume of concurrent, and potentially conflicting hazardous and highly regulated receipts and shipments, determining workloads and facility downtime to ensure satisfactory delivery of agreed operationally and strategically important outputs.
- Lead on identification and implementation of continuous improvement opportunities, ensuring that the opportunities are realised and delivered to the benefit of the organisation.
The role will frequently involve work in hazardous and highly regulated environments. This includes working outside in inclement weather including at our Jetties, working at heights, in confined spaces and/or in environments requiring special precautions such as limiting exposure to chemicals, fuels, toxic materials and substances. Personal Protective Equipment (PPE) must be worn as appropriate.
Person specification
To be successful with your application you must demonstrate that you meet the following essential criteria:
A nationally recognised Management or Engineering related qualification or equivalent experience.- Experience of operating at a strategic senior management level in a large, highly complex organisation.
- Knowledge and in-depth understanding of Occupational Safety Health and Environment (OSHE), Explosives Site Hazards and Operations, Duty Holder Construct, and insight into emerging trends and thinking.
- Hold substantial leadership, line management and staff development experience.
It will also benefit your application if you are able to demonstrate the following desirable criteria:
- Proven Supply Chain Management experience across WOME disciplines, a range of different Support Arrangements and with at least 4 years of management & leadership experience.
- Knowledge and understanding to demonstrate competence in accordance with DE&S Safety and Environmental requirements for safety critical roles.
- Membership of Chartered Institute of Procurement and Supply (CIPS), Institute of Mechanical or Electrical Engineers, Institute of Explosives Engineers (IExpE), Chartered Management Institute or Chartered Institute of Logistics and Transport (CILT) is highly desirable.
