Job description
Home Office Digital, Data and Technology (DDaT) are building their Business Change capability within the directorate. The Senior Business Change Manager role is a key role within the Business Change team, and one in which you will have the opportunity to develop your skills within the Change Management space. You will be supported by the Business Change Lead and Head of Business Change Management to build your skills.
You will work on projects and programmes within DDaT Enablers, drawing on your strong experience of Change Management in large scale projects and programmes to lead on the delivery of Change across the DDaT environment.
You will work with teams to fully manage the end-to-end Change Management lifecycle, leading on Business Change activities, creating required products, and ensuring they are received well and adopted by end users. You will have strong project management experience, and will work closely with Project Managers to ensure all Change Management aspects of the project are completed in line with best practice and adopted methodologies and approach. You will liaise directly with senior stakeholders, building strong relationships and ensuring their involvement and buy-in.
You will be working as part of the wider Business Change team, providing guidance to more junior members of staff, using your knowledge of best practice Change Management techniques.
This is a challenging and fast paced role, positioned at the heart of a dynamic and changing area of DDaT. You will work within a dynamic team across a fast-paced environment.
Business Change roles within DDaT are aligned to the Project Delivery Profession, for Project Delivery Professionals within Government.

Person specification
Your main day to day responsibilities will include:
- Leading on Business Change activity, developing the Change plan and delivering against it, working with the project to ensure Business Case benefits and outcomes are realised, championing the use of best practice across DDaT teams.
- Supporting Project Managers in preparing and updating the change management elements of the Business Case.
- Creating required Business Change products, leading on engagement with key contacts, and ensuring products are fit for purpose for the organisation.
- Identifying, qualifying, and updating the business readiness criteria across your area of responsibility before implementation, supporting the tracking of these to ‘approve/refuse’ go live.
- Working with Stakeholder Managers and Project Managers to create and maintain communications plans, including Business Change messaging. Providing content for Business Change communications.
- Identifying and classifying stakeholders, ensuring their inclusion in stakeholder engagement plan, and acting as the point of contact for a large group, and senior stakeholders.
You will also be expected to carry out the following day to day activities:
- Assessing the effectiveness of Business Change materials and communications, iterating when needed to ensure they meet the needs of the audience and stakeholders.
- Providing project colleagues with Change Management support and guidance.
- Undertaking appropriate training for the role, seeking to constantly improve performance through personal development.
Essential criteria
You will have a demonstrable passion for Change Management, with the following skills or proven experience in:
- Working as a Change Manger in a large department or complex organisation.
- Having a thorough understanding of Change Management principles, methodologies, and tools.
- Having excellent verbal and written communication skills, with the ability to translate technical jargon into easily digestible information.
- Engaging with senior stakeholders with proven relationship building and influencing skills.
- Having strong project management and organisational skills. Fully competent at planning, risk management and dependency management.
- Working independently in a complex and ambiguous environment, being able to flex depending on business priorities.
Desirable criteria
Ideally you will also have the following skills or some experience in:
- Supporting junior members of a team, sharing best practice and guidance.
Qualifications
Desirable: Has or willing to work towards relevant qualification, e.g. one of: APMG - Change Management, Change Management Institute ACMF (Accredited Change Manager Foundation); MSP Practitioner; Prosci ADKAR1 Model or equivalent.

Selection process details
As part of the application process, you will be asked to complete:

- A statement of suitability (personal statement) (maximum 1000 words)

The statement of suitability should be aligned to demonstrate your skills and experience for the role and how you meet the Essential criteria as detailed in the job description.
The sift will be held on the behaviour Changing and Improving and the statement of suitability (personal statement).
The CV will not be scored.
However, if a large number of applications are received, an initial sift will be conducted on the lead behaviour Changing and Improving. Candidates who pass the initial sift will then be progressed to a full sift.
If you are successful at sift stage, you will be invited to an interview which will be behaviour-based questions.
Sift and Interview dates
Sift is expected to take place from 24th May 2023.
Interviews are expected to take place week commencing 5th June 2023.
