SUMMARY
Community Programs is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). Community Program’s mission is to improve the health and wellbeing of LA County’s people experiencing homelessness by providing housing and intensive care management services. In addition to other responsibilities this position may have a lead role in the tracking, reporting, quality assurance, and billing efforts for CalAIM, a Medi-Cal waiver program. They will be leading and supporting a team of analysts who will be providing data collection, analytic, and billing support for CalAIM services tracking and Medi-Cal billing while simultaneously building dashboards and providing regular descriptive analyses.
ESSENTIAL FUNCTIONS
- Management and Supervision
- Leads the daily activities of team of between 2 and 3 data analysts
- Ensures work is prioritized appropriately and that all deadlines are met
- Supports individual team members in their professional goals
- Steps in as needed to help analysts accomplish the functions below
- Reporting and Analysis
- Provides regular reporting within specified deadlines
- Manages the development, implementation and maintenance of reports, dashboards and analysis tools
- Regularly performs special projects and assignments, such as ad-hoc department reporting and program analyses
- Rigorously documents processes and procedures used for all reporting and analyses
- Tool Development and Maintenance
- Helps refine program management practices through the creation of new reporting and analytical tools
- Helps to design, build and maintain analytical support tools to be used within the Department of Health Services, by housing and service providers, and by other external stakeholders
- Project Management
- Convenes and facilitates discussions with stakeholders to design and implement tools and reports
- Manages the design, development, implementation and maintenance of reports, dashboards and analysis tools
- Program and Provider Support
- Provides regular analyses of the impact of changes in management practices and policies
- Designs program reports, analyzes performance, and provides resulting analyses to stakeholders

- The cleaning, creation and tracking of Community Supports CalAIM claims
- Creation of tracking tools and dashboards for CalAIM stakeholders
- Quickly and effectively troubleshooting bugs
- Designing and implementing creative solutions for new and changing program requirements
- Delivering timely and accurate responses to adhoc data-related requests
- Shepherding of data-driven continuous quality improvement initiatives for CalAIM service providers
- Ensuring that all billing and required reporting go out accurately and on time

JOB QUALIFICATIONS
The ideal candidate has experience with working directly with a client-centric relational database and with leading individuals. They have strong technical knowledge and are comfortable outs within a SQL database. They are experienced with a variety of analytical tools. They are a seasoned and effective facilitator and mediator. Medi-Cal billing experience is a bonus.
Education/Experience
A Bachelor's degree or higher from an accredited college or university in Public Health, Public Administration, Business Administration, Healthcare Administration, Healthcare Management, Biostatistics, Epidemiology, Social Work, Community Development, Criminal Justice or a related field - OR - One (1) year analyzing and making recommendations that address organizational management issues such as planning, program development, project management, budget development, and program evaluation of health and human services for high-risk populations (e.g. homeless, justice-involved, mentally ill, substance use disorder or medically complex). Preference given to those with MPHs (Master of Public Health).
Certificates/Licenses/Clearances
- Successful clearing through the Live Scan process with the County of Los Angeles.
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
