- GENERAL PROFESSIONAL IV (PROGRAM DATA MANAGER)
$5,076.00 - $ 5,713.00 Monthly (SR-22)
- NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.

- Job Summary:
This position is located at the McKinley Community Schools for Adults (MCSA) and who is responsible for planning, organizing, and monitoring data for all MCSA campuses, including McKinley, Moanalua, Farrington, Maui and Kauai. MCSA is required by the Federal Adult Education and Family Literacy Act (AEFLA) to collect and report National Reporting System (NRS), Comprehensive Student Assessment Systems (CASAS), General Educational Development (GED), High School Equivalent Test (HISET), and other related data on a regular basis as outlined in the Workforce Innovation and Opportunities Act of 2014 (WIOA).
- Minimum Qualification Requirements:
Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently.
Note: Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.

Education Requirement:
Graduation from an accredited 4-year college or university with a Bachelor's degree in Bachelor's degree in Computer Science, Statistics, or Business Administration.
Excess work experience as described under experience requirements below or any other responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in 4 years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
General Experience Requirement:
One (1) year of responsible professional work experience which required a high degree of analytical skill. Such experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem-solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.
Specialized Experience Requirement:
One (1) year of professional work experience in demonstrating understanding of modern database and information technologies; ability to write clear and comprehensive reports and other documents; compile, analyze and interpret data; and solve complex problems logically and systematically. The Specialized Experience may have been gained either concurrently or separately from the General Experience. To be considered qualifying for General Professional IV, the experience must have been comparable to the next lower level in the State service and must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled.

Quality of Experience:
Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.
License Requirement:
Applicants must possess a current valid passenger-type motor vehicle operator's license to drive in the State of Hawaii.
Substitution Allowed:
A master's degree from an accredited college or university will substitute for the General Experience Requirement, but not for the Specialized Experience Requirement.
