Position Summary:
Star Cypress Partners seeks a dynamic Senior Data Analyst to support the Department of Labor’s National Farmworker Jobs Program (NFJP) and Monitor Advocate System (MAS) providing dual support and technical assistance with Performance Data Management and Analysis reporting initiatives. The Department of Labor’s (DOL) Employment Training Administration (ETA) seeks to increase NFJP grantees’ understanding of their performance data and increase public awareness of program results as well as ensure Regional Monitor Advocates (RMAs) and State Monitor Advocates (SMAs) receive necessary technical assistance and training and improve the Employee Training Administration’s (ETA) stakeholder engagement through strategic reporting efforts. The Senior Data Analyst, Senior Associate – Performance Management will use research analysis and data modeling to improve operational efficiencies and use problem-solving skills to continuously deliver value to our clients, while making a larger impact on society. You will be a results-oriented individual who works collaboratively with a team of consultants to analyze business structures needs and assess improvement opportunities that contribute to the development of programmatic needs of grantees. You should possess extensive experience in data analysis to objectively interpret and evaluate quantitative, qualitative, and mixed methods results and metrics through visualization reporting that result in enhanced productivity and performance management development opportunities. The candidate will need to possess a strong intellect and have a proven track record of influencing, excellent verbal, and written communication skills. Engagement Summary:
The US Department of Labor’s (DOL) Employment Training Administration seeks to support and administer successful programs that serve farmworkers effectively. The NFJP is a nationally directed program of services for MSFWs. The program is authorized under Section 167 of the Workforce Innovation Opportunity Act (WIOA) of 2014 to counter the impact chronic unemployment and underemployment experienced by MSFWs who depend primarily on jobs in agricultural labor. The NFJP provides funding to community-based organizations and public agencies that assist MSFWs, and their families attain greater economic stability. The program helps farmworkers acquire new jobs skills in occupations that offer higher wages and a more stable employment outlook. In addition to career services and skills training, the program provides housing services that help meet the critical need for permanent and temporary housing designed to improve living conditions for underserved farmworker communities.
MAS, authorized under the Wagner-Peyser Act is a federal/state monitoring system that ensures MSFWs have equitable access to career services, skill development, and workforce protections offered by American Job Centers (AJC), so they may improve their living and working conditions. Each state workforce agency (SWA) has a State Monitoring Advocate (SMA), who reviews MSFW services on an ongoing basis as a part of the MAS. At the federal level, ETA regional offices have Regional Monitor Advocate (RMAs), who support SMAs, and one National Monitor Advocate.

Responsibilities:
- Evaluate program metrics and performance to identify system trends and opportunities for improvement.
- Support and advise management and leadership in planning, managing, and evaluating programs, operations, and processes.
- Draft and manage policies and procedures, assist with budgeting processes, track and evaluate operational and program performance, and identify/resolve any issues.
- Conduct research, analyze data, identify trends, and prepare/present reports and presentations to senior management and leadership.
- Make recommendations that are aligned with program requirements.
- Analyze programs, policies, procedures, and systems and make recommendations to optimize them.
- Assist program managers with the development of budgets and schedules.
- Assess and advise on potential issues related to costs, schedules, and performance.
- Advise program managers regarding planning, testing, and implementing new programs or systems.
- Interpret data and review current practices to forecast and resolve operational issues.
- Troubleshoot issues with organizational systems and provide technical support in facilitating changes in the current operations structure to improve the state of a company or organization.
- Analyze and solve problems with a focus on quality and timely completion of project deliverables.
- Discern issues, identify solutions, and promptly and concisely communicate all relevant items to teammates and leads.
- Investigate and prioritize issues.
- Collaborate with peers within Star Cypress Partners.
- Use troubleshooting techniques and provide clear concise information.
Qualifications:
Minimum Education: Master's degree or higher in Business Analysis/Management, Engineering, Data Science, Statistical Science, Human Services, Civic Engagement & Social Change, Decision Sciences, Digital Intelligence or Human-centered Design
Minimum Experience: At least 5+ years of data analysis experience in performance management data reporting, ideally with prior experience with a management consulting firm.
- Proven ability to build strong, trusted relationships and operate in an influential manner
- Ability to work directly with clients
- PMP certification highly desired, but not required
- In-depth data analysis skills
- Excellent written, verbal and presentation skills
- Highly motivated, self-starter that can work autonomously and can independently take initiative

- Proven experience in discretion in handling highly sensitive content, materials, and client issues
