Major Purpose

Reporting to the Manager- Client Support Services, the Data Analyst is responsible for providing operational and analytical support to the GMF Client and Funding Services team. The key functions of the role include analysis and remediation of data integrity and quality requirements related to GMF Client and Funding Services (CFS) activities, including identification of critical metrics, business process design mapping, auditing of critical data points, gap assessment of policies and procedures and associated remediation which includes the development of key standard operating procedures (for example, data management and maintenance).

The incumbent will work with the entire Client and Funding Services unit to coordinate best practices in data management and tracking of key metrics. The Data Analyst supports the development and delivery of data visualizations and key performance indicators results through data mining and reconciliation, research of new opportunities and tools in data management, and review and analysis of unit reports with a focus on operational excellence and ensuring data quality and integrity for decision-making.

Key Responsibilities

Data mapping, auditing and remediation

  • Gap assessment of current policies and procedures related to data to ensure data management and integrity best practices are followed and maintained.
  • Drafting of key missing policies and procedures identified in gap assessment (for example, data management and maintenance) to ensure data management compliance to best practices.
  • With support from GMF stakeholders, leads the auditing of Client funding services related data in CRM to ensure quality and integrity in all systems.
  • Leads data quality and integrity activities for GMF’s projects database, such as ensuring that client-facing data is complete and accurate (for example, census data and project completion dates) and recommends corrective actions for data gaps and ensures processes are documented for issue resolution.
  • Develops data business process maps to define the flow of data during the client journey and recommends best practices for design development related to data integrity.
  • Analysis and remediation of data integrity and quality requirements related to GMF Client and Funding Services (CFS) activities (leads the execution and remediation of CSS’s data mapping and auditing operational plan).
  • Implements changes to systems and procedures to streamline data management processes and improve data integrity.
  • Training of stakeholders on best practices related to data management and maintenance and audit requirements of process owners.

Reporting

  • Manages and analyses quantitative data to identify results and trends that can be used for the advancement of GMF programming through monthly, quarterly and annual reporting and management of dashboards.
  • Supports the team in the development of new reports and dashboards and the optimization of existing reporting.
  • Tracks and consolidates data and information provided by program staff, extracting relevant data from program databases, data warehouse, project files and documents.
  • Performs initial quantitative and qualitative analysis of program data and data collected from GMF-funded initiatives. Creates visual representations of program data and results (e.g., graphs, charts, maps, etc.).
  • Develops, updates, and maintains data collection and analysis tools.
  • Supports the implementation of existing reporting tools and creates new tools as needed.
  • Key contributor towards optimization of various reporting and data processes for presentation to multiple levels of stakeholders.

Knowledge, Experience and Skills

  • University degree in a related field (engineering, computer science or business administration, economics, etc).
  • A minimum of five years of progressively responsible experience in monitoring, data analysis, project management, communications, and/or managing program activities, including experience in planning and reporting processes.
  • Experience in impact measurement and evaluation using a broad range of both quantitative and qualitative tools and methods, including results-based management approaches, reporting procedures and principles.
  • Previous exposure to knowledge management and activities (e.g., researching existing knowledge tools, organizing resources, identifying gaps in existing knowledge tools, mobilizing tools and resources and developing guides).
  • Demonstrated experience in managing data with data/information management techniques and the use of databases is required. GMF uses multiple tools including Excel, PowerBI, Microsoft CRM, etc.
  • Experience with data visualization is required.
  • Strong knowledge of continuous improvement methodologies such as Lean is an asset.
  • Excellent interpersonal and collaboration skills with a focus on working across internal teams, and with external stakeholders.
  • Excellent judgment, problem solving, analytical, research and decision-making skills.
  • Exceptional customer service skills.
  • Strong attention to detail and accuracy.
  • Proficiency with database languages such as SQL.
  • Experience producing reports for government-funded projects is an asset.
  • Knowledge of the Canadian municipal sector and experience working with elected officials and/or a Board of Directors are definite assets.

Language Requirements

  • The ability to work in both official languages is an asset.
