Job summary

The Home Office is here to make the UK safer. It has a fundamental role in protecting the country from harm, ensuring the security and economic prosperity of the UK. Every member of the Home Office plays a part in making that happen. Our work is varied and rewarding, attracting people from all backgrounds and walks of life.

Asylum & Human Rights Operations is one of the key business areas within the Home Office. We are undergoing an exciting period of change. Alongside the other areas of the Home Office, the department is embarking upon a transformational programme. Operational Excellence is at the forefront of what we do.
Our strategic aims contribute to the Home Office strategic objectives: preventing terrorism and extremism; cutting crime and protecting the vulnerable; and reducing immigration and preventing abuse.

Asylum & Human Rights Operations play a vital role in supporting the economy and cultural life of the UK.
The National Asylum Intake Unit (NAIU) sits within Asylum & Human Rights Operations and has several locations across the UK including Croydon, Dover, Manston (near Ramsgate), and Yarl’s Wood Immigration Removal Centre (near Bedford).

NAIU is made up of over 800 officers and registers around 80% of asylum claims nationally, the remainder being registered through Immigration Enforcement and Border Force. NAIU is responsible for locking the identity and registering asylum claims from:

  • Small boat arrivals
  • Lorry drops and other clandestine arrivals
  • In-country claimants

The NAIU Training Team ensures that all NAIU colleagues are appropriately trained to fulfil their roles successfully and can reach their full potential. Whilst the team is expanding in its portfolio of modules, one of its primary roles is to provide induction and foundation training to new colleagues joining the unit. We are proud to support the NAIU Senior Leadership Team in their objective to ensure all colleagues are developed to their full potential. Successful candidates will play key roles within the team delivering essential training both in person and via Teams. The location of the training will primarily be Dover, Manston and Croydon.

Successful candidates will report to the SEO Training, Delivery and Planning Manager.

Job description

We are an equal opportunity employer and value diversity and inclusion at the Home Office. We are committed to creating a welcoming, inclusive workplace where all our people can bring their whole selves to work and perform at their best.

Within the role, the job holder’s responsibilities will include (but are not limited to):

  • Become an active member of the Training Team, always role modelling Home Office values.
  • Confidently deliver training packages to training cohorts of new and experienced NAIU colleagues both virtually and in person.
  • Using a variety of techniques to suit different learning styles and requirements.
  • Monitor the progress of delegates during training and provide constructive verbal and written feedback to assist with their professional development.
  • Work in collaboration with NAIU Induction Managers to ensure that the Training Development Record is utilised to maintain a record of the training received and any feedback given.
  • Assist with the design, development, review, and continuous improvement of bespoke NAIU learning packages, working in collaboration with the NAIU Training Development Manager(s) and their team to update and develop training materials in line with changes in process or policy.
  • Regularly review existing training materials and recommend changes to support Continuous Improvement.
  • Support the Training Delivery and Planning Manager in actively promoting training across NAIU, contributing to the goal of supporting all staff to reach their full potential.
  • Support the Training Delivery and Planning Manager to maintain accurate records of training delivery and attendance for business planning and reporting purposes.

Some training may be delivered virtually subject to the needs of the Training Programme. Occasional travel to other NAIU locations, including Yarl’s Wood Midlands Intake Unit- near Bedford, will be required in order to deliver face to face training, and this may require overnight stays. Travel and subsistence will be payable in line with current policy.

Whilst Trainers are expected to deliver the full suite of NAIU training courses, the successful candidate will also be expected to take thematic lead responsibilities (e.g. Safeguarding Training Lead, Operational Process Training Lead, and Information Technology Training Lead (not exhaustive)).

NAIU can support hybrid working (remote working) for these roles in line with policy, but this is subject to business needs, the training schedule, and the travel requirements as set out above.

Annualised Hours Working (AHW)

The NAIU operate a shift working pattern, where Annualised Hours Working (AHW) is paid in accordance with the operational needs of the business. This allowance is paid in addition to the monthly salary to compensate for out of office hours working and flexibility.

A review of AHW takes place annually and therefore is subject to change. Shift lengths can vary and be up to 12 hours. The shift working pattern is anticipated to cover weekdays, and weekends and public holidays as required. Rosters are published in advance, but shifts can change or extend according to business need. The current allowance is 7.38% (and can change subject to an annual review).

Person specification

  • Keep up to date with NAIU Operational Process guidance, procedures, and legislation relevant to their thematic lead and contribute to the continuous improvement of NAIU training materials accordingly.
  • Develop relationships and maintain links with relevant operational stakeholders.

Things you need to know

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Strengths and Experience.

As part of the application process, you will be asked to complete:

  • Statement of Suitability (Personal Statement) (maximum 500 words)
  • Provide evidence of the behaviour Communicating & Influencing (250 words maximum)

Further details around what this will entail are listed on the application form.

Please note that your Personal Statement should demonstrate how you meet the Key Responsibilities as set out in the Job Description and Essential Criteria.

Sift will be completed initially on the Personal Statement.

The Personal Statement will be marked first for all candidates. Candidates who meet the minimum pass score for the Personal Statement will then go on to have their lead behaviour - Communicating & Influencing scored, and will therefore receive sift scores for both of these elements.

Candidates who fail to meet the minimum pass score for the Personal Statement will not have their Lead Behaviour scored and will therefore only receive a sift score for their Personal Statement.

Candidates successful at sift stage will be invited to interview which will be a blended approach of strength-based questions (no preparation necessary) and some behaviour-based questions as listed in the application (preparation recommended.)

Sift and Interview Dates

  • Sift will take place week commencing 11th April 2023.
  • Interviews will take place week commencing 2nd May 2023. This may change subject to business needs.

Please note - due to the COVID-19 pandemic, interviews are being carried out via Skype for Business or Microsoft TEAMS; however, please note that this may change to face to face interviews should the Home Office Policy change:

  • A laptop (personal or work) with a working webcam
  • Good Internet access
  • Skype for business or MS Teams

It is advisable to access your interview from a windows operating system laptop, desktop, phone or tablet as there is no guarantee that Microsoft Teams will work without issue on an Apple laptop, tablet or desktop.

Separate merit lists will be compiled for each location.

Please note: If you are currently an agency member of staff working within the Home Office, a contractor or contingent worker you can only apply for roles that are advertised externally, i.e. outside the civil service.

If you are eligible to apply for a role, you are required to select yourself as an external applicant and not internal when submitting your application on Civil Service jobs. This will prevent any delays in pre-employment checks should you become successful in being made an offer of employment after the Interview stage.

Further information

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.

Please ensure that all examples provided in your application are taken directly from your own experience and that you describe the examples in your own words. All applications are screened for plagiarism and copying of examples/answers from internet sources. If any is detected the application will be withdrawn from the process. Further action, including disciplinary action, may be considered in such cases involving internal candidates. Providing false or misleading information would be contrary to the core values of honesty and integrity expected of all Civil Servants.

Hybrid working enables employees to work partly in their workplace(s) and partly at home. As Covid-19 restrictions are lifted, a hybrid working pattern may be available, where business needs allow. Applicants can discuss what this means with the vacancy holder if they have specific questions.

Please ensure your profile on the CS Jobs portal is up to date and reflects your current status as a Civil Servant or External Candidate. Inaccurate or out of date details will impact the onboarding process and may delay your start date if you’re successful.

If you are an external candidate and not a Civil Servant, please note that you will start on the minimum pay that is being advertised.

If you are already a Civil Servant and your current salary is higher than advertised, please contact Government Recruitment Services on [email protected] who will assist you in undertaking a pay calculation in advance, so you can make an informed decision before accepting the post.

New entrants are expected to join on the minimum of the pay band.

Applicants who are successful at interview will be, as part of pre-employment screening, subject to a check on the Internal Fraud Database (IFD). This check will provide information about employees who have been dismissed for fraud or dishonesty offences. This check also applies to employees who resign or otherwise leave before being dismissed for fraud or dishonesty had their employment continued. Any applicant's details held on the IFD will be refused employment.

For further information please see the attached notes for candidates which must be read before making an application.

Transfer Terms: Voluntary.

If you are invited to an interview you will be required to bring a range of documentation for the purposes of establishing identity and to aid any pre-employment checks.

Please see the attached list of Home Office acceptable ID documents.

Any move to the Home Office from another employer will mean you can no longer access childcare vouchers. This includes moves between government departments.
