These roles act as business partners to Border Force operational and non-operational business areas/regions.
Border Force is a Law Enforcement arm of the Home Office with primary responsibility for UK Border Security, including counter terrorism, immigration, and customs matters. It has six operational regions in the UK: North, Central, Heathrow, South, South East, Europe, and Small Boats Operational Command, in addition to non-operational/corporate business areas.
There are 3 roles, each is based at the location indicated:
1. National Operational HQ HRBP - based at Apollo House, Croydon
2. Small Boats Operational Command HRBP - based at 2 Marsham Street, London
3. Central Region, HRBP - based at Enterprise House, Stansted
Job description
We are seeking experienced HR Business Partners (HRBPs) who understand how we as professionals can help business leaders to unlock the potential of their teams. To do this our business partners work alongside senior managers to provide an independent view and strategic HR input and support on a wide range of critical business issues. Our teams enable business leaders to improve workforce performance through robust workforce planning, leadership development, organisational effectiveness, staff capability & skills, staff engagement and talent development.
The HR professionals we seek will have the opportunity to partner Border Force navigating complex relationships with senior leaders, partnering significant change programmes and delivering strategic initiatives which will fundamentally change how the Department operates.
Due to the nature of the work, these roles are not available on a part-time basis.
All three roles require business travel within the UK as part of the role.
In line with HO Hybrid Working policy, these posts will be based at the locations listed above and there will be flexibility to adopt a hybrid working pattern which would see the post holder spend a minimum of 40% of their week in a workplace location, with the remainder working from home. There may be occasions when there is a business requirement to spend a higher percentage of time working from a workplace location.
Main responsibilities:
- Working across HR Expert Teams and Shared Service providers to implement HR basics as well as HR policy and programmes to deliver taxpayer VFM and a high standard of HR service delivery
- Supporting change initiatives and refining organisation culture, values and environment to improve organisational performance and flexibility
- Working alongside senior managers to build capability in line with strategic goals maximising capability and skills across a diverse workforce, building organisational performance
- Acting as the people lead in the development of organisational design, structures and resource plans
- Advising on options for appropriate talent and resourcing initiatives
- Supporting senior leaders with Employee Relations and interpreting complex legal advice
- Ensuring that the development of HR solutions meet business needs and that diversity issues are fully integrated
- Working collaboratively with credibility and an agility to thrive within a business which relies on constant innovation and change
- Understanding how to navigate the complex, with curiosity to support our diverse business and promote a unified Civil Service HR Profession

Person specification
Essential criteria
1) Experience of operational and strategic HR Business Partnering in a fast-paced, constantly changing environment
2) Ability to credibly partner with and influence a range of stakeholders across complex networks, on a range of people priorities and plans
3) Ability to shape, develop and implement new people approaches across a diverse workforce
4) Leading self, teams and stakeholders through ambiguity and change
5) Ability to resiliently manage a range of conflicting priorities, often at pace, understanding roles can frequently be pressurised, fluid and priorities varied
6) Experience of analysing and interpreting complex data to formulate and engage stakeholders on sound people recommendations, plans activities and organisational risk
7) Chartered Member of CIPD and CIPD qualified (level 5) and working towards, or willing to work towards, level 7 Chartered status within 18 months.

Sift and Interview dates

Interviews are expected to take place from week commencing 27th February 2023.
Interviews will be held face-to-face in London.

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
A location-based reserve list of successful candidates will be kept for 12 months. Should another role become available within that period you may be offered this position.
