Job description
The Contract Manager will provide backstop and administrative support to AIR’s USAID-funded Famine Early Warning System Network (FEWS NET) project’s Learning and Data Hub. They will help lead the day-to-day operations, including administrative, contracting, recruitment, budgeting and financial reporting tasks for the project.
The Contract Manager will be part of the Operations Team, and report to the Deputy Director, Operations. The Contract Manager will work closely with, and be supported by, the Contract Associate.

Candidates hired for this position can work remotely based in the United States or can work from any one of AIR's United State office locations.

- Operations Support: Serve as main points of contact for all project operations. Coordinate with global project staff and facilitate communication between project staff and HQ staff on all operational issues,referring issues to the appropriate department within the institution and following through untilresolution. Provide operational support to ad hoc needs such as annual workshop planning, domestic and international staff travel, and procurement of supplies and services.
- Project Management. Review and contribute to development of budgets, reports, and official requestletters. Track and review project deliverables for submission to donors. Manage upcoming deadlines and facilitate preparation of necessary documentation and templates. Ensure ongoing communicationand close collaboration with key infrastructure points of contact to ensure quality delivery andcompliance with internal policies and procedures. Facilitate cross learning and dissemination of best practices across teams. Proofread, format and finalize contract deliverables for submission.
- Contract Management. Monitors day-to-day activity on the project; supports quarterly project reports. Ensures compliance with policies and procedures and, in consultation with the Deputy Director, provides recommendations for best practices.Troubleshoots complex project administrativeand operational challenges; provides oversight on operational activities. Proactively identifies andanalyzes areas of risk to advise the Deputy Director on possible solutions and preventive measures.
- Contract Compliance: Ensures overall contract compliance with USAID and AIR’s rules, regulations,and procedures. Resolves complex contractual issues with appropriate escalation and collaborationwith the Deputy Director and Director of the Task Order. Manages the alignment of work plans to budgets, contract modifications, and subcontract management and modifications. Draft scopes of work for subcontracts and consultants and serves as the primary, administrative point of contact for all subcontractors and partners.
- Budget and Financial Management. Supports the Deputy Director in project financial reviews and analyzes and troubleshoots financial issues. Supports finance staff to ensure the accuracy of project finance transactions and monthly project invoices. Reviews vendor invoices and other procurement requests and payments. Under guidance from the Deputy Director, monitors the accuracy of the project budget and provides analysis and solutions. Ensures effective budget monitoring by updating and maintaining various budget tracker systems. Builds, develops and prepares pipelines, travel budgets, projections, and realignments, as needed. Drafts financial reports for contract deliverables.
- Human Resources. Works with project staff to draft statements of work and coordinates with HR to post job announcements, shortlist candidates and support interviews, and leads onboarding tasks. Support onboarding processes and policies.
- Knowledge Management. Ensures project files are property maintained and associated documents are filed in a timely and secure manner. Prepares file memos as necessary, for audit compliance.
Education, Knowledge, and Experience:
- Bachelor's degree or Master’s degree in relevant field (business administration,international development, public administration, finance or accounting, etc.)
- A minimum of 4 years of professional experience working in international development ondonor-funded projects
- A minimum of 2 years of professional demonstrated experience with management and/oradministration for USAID projects, including IDIQs and Task Orders
- Knowledge of and demonstrated experience with applying US government regulations, including AIDAIR, FAR and ADS.
- Strong knowledge of and experience with managing USAID contracts, including IDIQs, and Task Orders
- Proven experience in contract administration, compliance, budgets, human resources, andoperation
- Proven experience with building budgets, maintaining financial trackers, monitoring of spend, preparing pipeline reports, and analyzing budget lines for strategic decision making
- Detail and process oriented
- Experience working in a global context and with international country offices.

Disclosures:

This position offers an anticipated annual salary of 95K to 110K salary offers are made based on internal equity within the institution and external equity with competitive markets. Please note this is the annual salary range for candidates that are based in the United States.
