About this job
The postholder will be expected to support the improvement of health and social outcomes in Barking and Dagenham, supporting the progression and development of the Barking and Dagenham Health and Wellbeing Strategy, Place Joint Outcomes Framework, Barking and Dagenham Manifesto and the Council Corporate Plan alongside ensuring an effective public health system operates across the Council and within the newly formed ICS place-based arrangements.
This is a senior change agent role, where the postholder is expected to be responsible for improving or changing environments or services to improve health. The post holder, working with the DPH, will lead on population health management ensuring that prevention and inequalities are firmly embedded in local strategies and plans.
The post holder will have the skills necessary to work across the Integrated Care System and be able to influence and advocate for change effectively. Co-production with the local populations at risk will be an important feature of this work going forward. The work will include working across the entire Council, NHS bodies and other partner agencies. It will also involve working with private sector, voluntary sector and community sector organisations that can impact on health and influencing the attitudes and behaviour both of professionals and of the population generally. The Consultant in Public Health Medicine/Public Health will act in an expert advisory capacity. Specific areas of postholder portfolio will be discussed and negotiated annually.
Please note this is a part time role, working 22 hours per week.
The Salary of £80,535 is the full time equivalent. You will receive a pro rata amount of £48,321 (FTE 0.6)

About you
The Barking and Dagenham Public Health team are looking for a dynamic, highly motivated and skilled registered public health specialist who wants to make real difference to the health and wellbeing of the population of Barking and Dagenham – one of the most deprived boroughs in England.
This exciting new opportunity will provide public health leadership to the newly formed Place based Partnership and ICB to address the many health challenges in the borough driven by high levels of deprivation. The role will include developing the wider public health response within the council through a health in all policies approach and lead the public health intelligence function to help understanding of health needs and health inequalities within the diverse population of the borough.

The successful candidate will be a public health specialist on the GMC Register/GDC Specialist List or UK Public Health Register.
As a senior public health leader and advocate for public health across Barking and Dagenham the post holder will be required to work across several partnership organisations including the Council, Integrated Care System (ICS)/Place-based Partnership, Public Health England, the Local Area team of NHS England (London) and other statutory and non-statutory bodies.
You will have lead responsibility for specific areas of work, which will be allocated in consultation with the Director of Public Health (DPH) according to individual skills sets and areas of professional interest. The areas of work will include: Strategic responsibilities: • Leadership and co-ordination in the provision of specialist Public Health Advice to ICS place-based arrangements to deliver the Joint Outcomes framework. Including ensuring alignment of the delivery of the Local Authorities Corporate Plan, the Health and Well Being Strategy and wider NEL NHS wide Integrated Care Strategy • Leading a Health in all Policies approach within the partnership, including the development of the wider public health workforce • Leading the Public Health Information and Intelligence, including management of the intelligence team, the JSNA and other Health Needs Assessments, Health Equity Audits and contributing to the Director of Public Health’s Annual Report as well as developing an evidence-based approach to service transformation, design of public health programmes and delivery against the agreed outcomes framework . This area will also include contributing to the performance management system for public health and the cabinet performance report. • Working with the Director of Public Health to support the work programmes of the Health and Wellbeing Board and the Council Overview and Scrutiny Committees.
In general, the postholder will be expected to be able to cope with multiple and changing demands, and to meet tight deadlines. A high level of intellectual rigour, political awareness, negotiation and motivation skills and flexibility is required. The post holder will deal with complex public health issues, advise the Health and Wellbeing Board and make recommendations regarding services, patient care and wider determinants of health. A high level of tact, diplomacy and leadership is required and an ability to understand other cultures, advise, challenge and advocate to enable effective working across organisational boundaries and influencing without direct authority.

The Public Health Department is a forward-looking team with ambitions to significantly improve the health and wellbeing of our borough’s population through innovative and integrated working whilst also reducing health inequalities. We are a small, but dedicated, team. You will work closely with colleagues in social care, the NHS, primary care, and civil protection, as well as with wider partners, including care home staff and schools, across the borough.
