Overview:

The Public Health State Budget Consultant is a member of an interdisciplinary team of public health consultants assisting Florida in reaching its strategic public health goals. This position requires a considerable exercise of independent judgment, excellent interpersonal skills, good computer skills, and the ability to perform against high standards of excellence.

Essential Functions / Responsibilities:

  • Review and reconcile reports prepared for the Office of Budget and Revenue Management, CDC grant reports, and reconciliation activities each month between the Department’s program and Revenue Management regarding grant expenditures and balance
  • Communicate and work closely with the program managers and subject matter experts to ensure that grant funds are being spent according to the grant requirements and that unobligated grant funds have plans for use
  • Work with the Contracts Management unit to ensure documentation is correct, modify if amendments are made, assist with fiscal aspects of contract extensions, and assures sufficient budget authority is available for the contracts as directed by the Department.
  • Assist and compile budget line items that will be submitted for the Annual Operating Budget (AOB) and subsequent allocation of budget into the correct ORGs, Categories, and OCAs for the program
  • Work with program staff on needed Budget Requests, Budget Amendments, Schedule C to County Health Departments, Grant Budget Preparations, and Grant Budget reporting
  • Prepare and submit procurement via AOD as needed by the program, including RFPs, RFAs, and ITBs.
  • Perform other assignments that involve fiscal and budgetary processes as needed through the course of normal operations of the Department program

Qualifications:

  • Five years of experience in government finance and accounting principles
  • Three years of experience with state systems such as MFMP/ AOD – Spending Plans - FIS (Financial Information System) - FLAIR
  • Five years of experience using Excel for tracking, formulas for calculations, and budget activities
  • Ability to problem solve, and understand state budgets, budget authority, allocations, appropriations, and annual operating budgets.
  • Experience with data analysis
  • Excellent organizational skills.
  • Concepts of government finance and accounting principles
