Petroineos Refining and Trading is one of the largest independent refiners trading in Europe. We are seeking Construction Coordinators from the following disciplines, Civils and Mechanical to join our Project & TAR team at our Grangemouth site contracted via Agency.
The Purpose of this role is to apply systems, procedures and standards for and ensure the construction activities on designated projects are completed in accordance with the clients SHE, Quality, Programme standards, targets and meets business goals for cost & UK legislation.
Maintain a strategic overview of all site construction activities across Petroineos, developing and implementing plans to ensure that all construction projects are executed safely, effectively & efficiently.
Key Responsibilities:
- To provide construction technical input to design, safety, planning and constructability reviews to maximise efficiency, minimise hazards and ensure complains with relevant construction legislation
- To manage projects including “Ring Fenced Sites” where Petroineos has the role of Principle Contractor onsite in accordance with CDM regulations
- To conduct SHE & Safe System of Work Audits in accordance with the refinery schedule and take an active part in the development of the Construction HSE plan for each construction scope
- To review 3rd party contractor work packs, method statements, risk assessments, lifting plans, evacuation plans (AP2), road closures plans and other key contractor site documentation to ensure they meet and main Petroineos standards and requirements ensuring works can be executed safely and efficiently and within timescales
- To proactively manage communications and interfaces between the Asset, Project, Stores and Contractor teams and the rapid resolution of the issues to ensure efficient progress and use of the resource onsite. This includes facilitation of permits, participation in and/or leadership of daily area coordination meetings, site meeting and tool box talks
- To establish, maintain, update and provide ready access to key construction and safety documentation including Construction “packs”, CDM Health & Safety file, Quality Information and Site Instructions
- To ensure key construction hold points, inspections, tests and documents are completed in accordance with the approved quality plans
- To directly complete or assist with on site quality checks such as dimensional measurement, including cube tests, material sample checks, pump alignments, punch listing and proactively drive the completion of punch list “B” items
- To facilitate safe access and egress to Construction Site through Traffic Management plans for pedestrians and vehicles including suitable signage and barriers in accordance with the SHE plan
- To ensure that TQ’s are raised and proactively resolved for changes, errors, omissions or inconsistencies in the design information that are highlighted before or during site activities
- To chair regular progress meetings including monitor progress against the Construction plan, Audit, Review. Record and report contractor performance including delays during and on completion of the construction activities to enable management to accurately assess performance against objectives and take intervention action when necessary. This should include regular direct feedback to the Construction lead at least weekly
- To provide progress report to Execution Managers, Cost Engineers, Purchasing and Planners
- To keep a daily diary and suitable records of site activities and conditions such as weather, number and resource onsite, deliveries, instructions and the reason and impact of any delays, in order to enable validation and sign off of contractor claims or variations
- To issue site instructions to contractors for additional minor activities within agreed financial limits and facilitate changes agreed with the design authority and execution/construction manager
- Immediately following an incident, to secure the site. Directly inform the Construction Team Leader. Execution Manager and HSE Advisors; Collect initial facts and views and support any accident/incident investigations and associate improvements actions
Key Accountabilities:
- Manages a portfolio which may comprise several concurrent construction activities on the site
- Ability to interface effectively with managers on site
- Ability to identify and manage interfaces within the Project & TAR team, including site contractor teams
- Interfaces with the execution, cost & estimating, planning, purchasing and development teams
- Identifies and manages interfaces with Operational and Maintenance teams to secure support for project implementation
- Good decision-making skills within area of own expertise
- Can operate as company representative at contractor and vendor offices
Education/ Experience:
- Graduate with experience in relevant engineering discipline or Craft/Technician qualification such as City & Guilds, NVQ/SVQ L2 or 3 or TEC/SQA national award or HNC qualified in relevant engineering discipline
- IOSH Managing Safely Course
- CDM Regulations Awareness
- NEBOSH Health & Safety Certification desirable
- Experience construction supervisor with extensive knowledge if construction legislation, practices, standards and techniques.
- Self-motivated
- Ability to effectively interface with and influence the Asset, Project and Contractor personnel
- Experience of working with 3rd party construction contractors and contractor management
- Working knowledge of Construction (Design & Management) Regulations 2015
- Technical knowledge relevant to own discipline including an understanding of legislative requirements and construction standards
The rate for this role is up to circa £40ph which includes holiday's and dependent on experience.
