General Purpose and Scope
This position reports to the VP of Fiber Infrastructure group and manages the Engineering and Construction segment of this department in a five-state region (NM, UT, NV, CO and AZ) that will include direct reporting employees and contract vendors. Plans, prepares, budgets with efficient cost-effective design for fiber OSP construction. Manages the implementation of OSP designs and prepares contracts for the construction deployment of fiber technologies including FTTP, ethernet and a multitude of various PON applications. As a senior manager this role will be instrumental in establishing and adhering to company goals, budget targets and compliance. Preferred candidate possesses advanced knowledge of telecommunications construction and engineering practices and principles, including FTTH, FTTB, and FTTN design and implementation.
Duties and Responsibilities (include but not limited to)
- Ensures compliance with RUS and industry specifications by staking all lines to be built and/or rearranged. Organizes and files necessary paperwork and staking sheets.
- Analyzes existing capacity and forecasts projected requirements to determine required construction/engineering and timing of projects and their costs.
- Responsible for assisting with department’s annual budget by providing basic designs with associated estimates of cost for new and on-going construction projects.
- Manages the design and assists in coordinating the installation of broadband loop carrier and other transmission systems. Assign cable counts to assist with preparation of cut sheets for cutovers in copper and fiber outside plant configurations.
- Reviews and critiques construction and installation drawings using CAD and manual drafting techniques. Estimates equipment, labor, and material. This may also include timelines or schedules for construction and cutover.
- Reviews as-built material and unit totals prior to close-out of each job or project and invoices and verifies units placed against original estimates.
- Reviews blueprints regarding telephone service.
- Prepares, coordinates, and secures necessary permits, easements, ROWs, and ensures compliance with environmental agencies.
- Identifies large jobs to place on 515 contract and assists on pre-bid 515 contract meetings.
- Identifies fiber jobs which must be completed.
- Identifies HUD Site jobs and other jobs, such as, large cable extensions (without radio access, but still within DSL service range) to pick up additional customers.
- Works with other companies for co-locations of utilities.
- Works closely with transport and network departments to ensure timely deployments.
- Supervises contractors working with the Company’s Engineering Department, to assure quality of labor and that projects stay on budget. Processes contractors’ invoices and reviews for correctness.
- Reviews for accuracy and approval: Timesheets, Time off requests, and all other necessary employee paperwork associated with HR and Accounting Departments.
- Creates and maintains up to date personnel records (Performance Evaluations, Employee Disciplinary Process etc., and all other HR related documents.
- Represents the company at meetings concerning new business.
- Performs all other related duties as assigned by management.
Required Qualifications:
- Travel will be required estimated ratio of 30% from base location.
- Advanced knowledge of:
- Transmission qualities and capabilities of copper and fiber plant.
- Electronics and apparatus needed to support the advanced services technology.
- Central Office switching environment is preferred.
- Plant record-keeping; experience with fiber plant preferred.
- Industry regulations affecting engineering projects including NESC Safety Regulations and RUS guidelines.
- Excels in problem identification and resolution using information at hand.
- Excellence in oral and written communication with customers, co-workers, and various business contacts in a professional and courteous manner.
- Excels in reading and interpreting technical documents and forms including work orders, staking sheets, schematics, and specification manuals.
- Ability to organize and prioritize multiple work assignments while paying close attention to detail.
- Ability to function effectively both independently and as a team member.
Education and Experience:
- Bachelor’s degree in engineering or equivalent experience + five years utility infrastructure engineering experience.
- 6-10 years of OSP engineering and telecommunications plant experience.
- 6-10 years’ experience as a supervisor.
Licenses and Certifications:
- Valid Driver license.

Compensation & Benefits:
- Hiring Compensation Range: $116k-$150k (compensation determined by the applicant’s education, experience, knowledge, skills, and abilities, as well as internal equity and alignment with market data.)
