Job description
As a Total Facilities Management (TFM) Contract Compliance Manager, you will undertake compliance visits, on a rolling basis, as required and assist with the management of compliance officers. You will support the managing of Building Managers/Facilities Assistants at the main buildings, including compliance at those sites.
You will oversee the management of the TFM contractor and their subcontractors in accordance with strategic, day to day requirements of the DVSA estate, to ensure compliance with contractual obligations under the terms of the NEC3 contract. You will be responsible for drafting Service Manager Instructions and contractual communications. You will assist with the TFM contract inbox and TFM projects.
Responsibilities include, but are not limited to;
- Execute management responsibilities effectively working with, leading and acting as a role model for team members and colleagues in line with Civil Service values.
- Determine and plan the team requirements, including allocating resources and prioritising activities, over the short to medium term by fully understanding the business environment in which the team operates.
- Demonstrate leadership by providing mentorship to staff to support the delivery of objectives. Lead and engage with honesty and integrity, while upholding the reputation of the Agency, Department and Civil Service.
- Work in collaboration with other managers across all functions for the good of DVSA and to build a high performing and well respected Agency.
- Be responsible for the efficient running of the building management teams in some of the main buildings.
- Provide assistance for Health and Safety compliance at those sites covered under the TFM contract, including input into risk assessments and business continuity plans.
- Liaise with other teams and stakeholders with responsibility for buildings management including landlords, DVSA estates and Health and Safety teams.
- Handle and manage the programme of TFM compliance visits alongside other compliance managers and agreed with line management.
- Be an escalation point following compliance visits or emails in relation to the TFM contract.
- Host regular meetings with the contractor to discuss and tackle issues and services.
- Collaborate with TFM contractor management, Estates and Operational colleagues to ensure contract compliance.
- Drafting of Service Manager Instructions, contractual communications through the CEMAR system.
- Assisting with the TFM Contract Inbox when required.

Person specification
We are looking for someone with experience in a TFM Contract Management environment and knowledge of Health and Safety and CEMAR.
Your excellent customer service skills enable you to always deliver high quality service to both internal and external customers and partners.
You are a motivated, self-starter who flourishes when setting own priorities and taking responsibility for your own and the team's performance. You have strong organisational skills with the ability to prioritise a heavy workload.
You have excellent communication skills in varying circumstances, with the ability to tailor this to your audience.
There will be a development opportunity for you to gain the following qualifications whilst in post if you do not already hold these:
IWFM (BIFM qualification)
IOSH Managing Safely

Interviews are likely to be held 27th - 28th July 2023.
This interview could be conducted via a video interview, details of which will be provided to you should you be selected for interview.
