Senior Communications Manager - Counter Terrorism Policing HQ

£50,897 to £62,015 plus a location allowance of £1,721. You will receive £50,897 the band minimum. Progress to the band maximum of £62,015 will be via incremental progression.

Job Summary

As a senior leader within the national Counter Terrorism Policing (CTP) communications network, the Senior Communications Manager will be responsible for defining and implementing critical areas of our national communications strategy. Your goal will be to use communications to deliver outcomes that contribute to wider organisational and operational objectives, directly supporting CTP’s mission to protect the public from terrorism.

This is a crucial mission, and the role is a tremendous opportunity for a highly motivated individual to deploy their existing skills and experience, and further develop their skills working with senior leaders from across Policing and Government to ensure that our communications strategy is at the heart of CTP’s wider operational approach.

Your primary focus will be on ensuring that our communications are reaching and influencing the audiences that matter most to our mission of keeping our communities safe from terrorism. Senior officers and police staff will look to you for expert advice, and you will be central to promoting and enhancing the effective use of communications across all of CTP’s work. You will also play an integral role in building the communications profession within CTP, supporting the professional development of your colleagues across our network.

Job Requirements

We are looking for a proven leader of high-profile programmes of communications activity. That means being able to define and set a strategy, motivate, and engage staff and stakeholders, then lead and drive forward delivery across multiple channels so that desired outcomes are achieved.

Leading these programmes will require hands-on involvement across multiple communications disciplines, so you will bring expertise from different roles and of leading teams and programmes of comparable scale. To enable the success of your communications work, you will need to establish excellent relationships with senior stakeholders both internally and externally, including with law enforcement partners, government, business, charity, and other groups.

You’ll use audience insight and a deep understanding of channels to develop communications strategies that lead to real world outcomes and behaviour change. You’ll bring expertise from past communications campaigns and activity that have delivered tangible results to change established norms or behaviours. You will understand the importance of brand and deploy the “ACT” (Action Counters Terrorism) brand in campaigns to increase their impact. You’ll balance strategic planning with hands-on delivery and use your relationships with internal and external partners to dramatically scale up the reach and impact of your work. You’ll use in-flight data and evidence to improve not only your programmes, but influence others and contribute to the development of CTP’s communications strategy.

You will make your positive presence felt as a leader within a growing and evolving national communications function. You will have direct line management responsibilities, but your positive influence and involvement in key areas – including Learning & Development - will be felt more widely across our national network. You will take active steps to lead our shared commitment to Inclusion, Diversity and Equality.

Key Responsibilities

  • Collaborate with members across the CTP comms team, the CTP Network, and key senior leaders to proactively produce innovative and impactive content to support our Internal and external comms, engage our key audiences and help promote CTP: developing trust and confidence, promoting CTP excellence and success and CTP brand management
  • Provide expert advice on evaluation and insight from digital campaigns to key CTP seniors and relevant stakeholders
  • Influence and negotiate to draw on support from other specialisms within the CTP Communications Team, and across the CTP network to produce highest quality and effective communications products (e.g., Media, Campaigns, Partnerships, Change, Internal)
  • Exemplary quality assurance ability to ensure that all CTP products reach our highest standards
  • The ability to effectively represent the CTP Communications pillar, promoting our brand and reputation, presenting our work to relevant audiences, with confidence and knowledge of the benefit we bring to operational policing
  • Member of the Communications Senior Leadership Team: who together lead the comms pillar strategic direction, our people, organisational issues, budget and are advocates for our shared commitment to Inclusion, Diversity and Equality (IDE) in everything we do
  • Support the wider delivery effort of the CTP HQ communications team and crisis response as part of any national CT Major incident.

If you are based regionally you will not be eligible to receive London allowances. This option must be discussed with the hiring manager prior to joining.
